By the City Caouetl o7 as oily of B3100'., OBDEREW, - THAT the City manager is hereby authorized to hire nine permanent personnel to the Airport Department. 90-125 IN CITY COUNCIL Authorizing the Addition of Nine (9) Mavth 12, 190 Per ent Personnel to the Airport e Pas d Department. .¢b U CITY LEVY 90-125 MEMORANDUM TO: City Council FROM: Peter O'Errico, Airport Manager REFERENCE: Agenda Item - Hiring Additional Permanent Personnel DATE: March J, 1990 Approval to hire additional permanent employees. With the growth the airport has been experiencing during the past few years and anticipate this year, creates problems in the area of adequate personnel and equipment to meet the service demands placed upon us by the users of the airport. Our secured net profit for the 6 months ending December 31, 1989 was $2,537,619. compared to December 31, 1988 of $1. 182,fi09. As we have discussed in the past, providing services to international aircraft has been the v rible part of our business and has been more difficult to plan than the scheduled and routine traffic which is more predictable. In calendar year 1989, we handled 806 international flights; i calendar year 1988, we handled 1,413; and in calendar year 1989, we handled approximately 3,400 flights. Our traffic for this winter season is estimated at 200 flights per month, not including the 21 Air Atlantic flights that transit Bangor from Canada. Our summer traffic for 1990 will be at 1989's level and we will be estimating and budgeting for a 158 increase. Past experience has shown me that currency exchange rates and money interest rates are always a factor that has to be watched in estimating thiskindof traffic. With the growth of the airport comes the problems of personnel and equipment. Our part-time, on-call personnel list decreases significantly at the end of the summer and w e presently experiencing considerable competition for part-time labor. I an requesting that We add 5 permanent ramp attendants in order to handle this winter's operation as well as the traffic we anticipate next year. Our Passenger Services and security Screening Section is staFfed entirely by part-time personnel and is also becoming extremely difficult. to manage. Wring the past 11 months, we have handled 656,496 international passengers at Bangor and have security screened - 401,943 passengers. I am requesting that we add three permanent passenger service personnel to. this section. As in the past, the adding of personnel is always conditioned upon the levels of business; should business activity change, then staffing would change accordingly. In addition, we have employed on a n n -perms ent basis, a fuel Tank Farm attendant whose job responsibilities include monitoring fuel deliveries to insure correct quantities and quality of product as accuracies on deliveries and quality control assurances are necessary and required. 11 `1 our average daily delivery ranges between 115,000 gallons and 260,000 gallons depending on seasonal demand.. I have been advised by the Personnel Department that this position should be changed from a temporary position to a permanent position.
