WHEREAS, The State Legislature has enactad the Homestead Exemption Program as one element of a urger effort to provide property tax relief m the citizens of the State of Maine; and WHEREAS, The program as currently structured would provide minimal relief to individuals while imposing substantial administrative burdens upon the State's municipalities; and WHEREAS, The program as currently structured would provide no relief for individuals who rent their dwelling units and would provide m niasi raiief no homeowners Without consideration of the homeowners economic status or income; and WHEREAS, General property tax relief remains a priorlty of the CLty of Bangor in order to both mirdmiza the impact of property taxes upon individual residents of the commutdty and to insure that the City of Bangor xemaina competitive in attracting commercial and industrial enterprises to the community; and WHEREAS, The Municipal Revenue Sharing Program has been an effective and administratively straightforward vehicle for the provision of meatdngful property tax relief; NOW, THEREFORE, BE IT RESOLVED BY THE CITY CCONCM OF THE CITY BANGOR, MAT the City Council calla upon the Mafre Stats Iegielsturs to repeal the Hcmestead Exemption Program provided the funding of this Program is allocated to the Municipal Ravenna Sharing Program in order to furthsr strengthen existing and on-going - _ efforta at providing general property fax relief to the property owners of the City of Bangor; and 90-62 Assigned to Councilor Sosnaud, January 29, 1990 CITY OF BANGOR ITITLEJ AMjVg alling Upon the Maine State Legislature to Repeal the Homestead Exemption Program and Allocate the Program's Funding to the Municipal Revenue Sharing Program By Bu City Coanevl a(tAs City ajB6Atmr: B WLVBD. WHEREAS, The state Legislature has enacted the Homestead Exemption Program aseelement of a larger effort to provide property taxrelief to the citizens of the State of Maine; and WHEREAS, The program as currently structured would provide minimal relief to individuals while imposing substantial administrative burdens upon the State's municipalities; and WHEREAS, The program as currently structuredwould provide no relief for individuals who rent their dwelling units and would provide minimal mal relief to homeowners without consideration of the homeowners economic status or income; and WHEREAS, General property tax relief remains a priority of the City of Bangor'in order to both minimize the impact of property taxes upon individual residents of the community and to insure that the City of Bangor remains competitive in attracting commercial and industrial enterprises to the community; and WHEREAS, The Municipal Revenue Sharing Program has been an effective and administratively straightforward vehicle for the provision of meaningful property tax relief; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY BANGOR, THAT the City Council calls upon the Maine State Legislature to repeal the Homestead Exemption Program and to allocate the funding of this Program to the Municipal Revenue Sharing Program in order to further strengthen existing and on-going efforts at providing general property tax relief to the property owners of the City of Bangor; and BE IT FURTHER RESOLVED, THAT the City Clerk Of the City of "Bangor shall provide copies of this Resolve to the Members of the State Taxation Committee, the City of Bangor's Legislative Delegation, and the Maine Municipal Association. BE IT FURTHER RESOLVED, THAT the City Council of the City of Bangor calla upon the Legislature to allmcate any surplus funds from the Circuit Brinker Program to the Municipal Revenue Sharing Program on an annual basis; and BE IT FURTHER RESOLVED, THAT the City Clerk of the City of Bangor shall provide copies of this Resolve to the Members of the State Taxation Committee, the City of Bangor's Legislative Delegation, and the Maine Municipal Association. in City Council January 29,1990 90-62 E E E O L V E by "e Calling upon the Provisions Of M 2189 ].
