Responsible Department: City Council Commentary: The attached order would establish a policy requiring the City Council to accept all funds donated to the City for a Designated purpose. The purpose of the order is to insure that the Council is aware of and formally accepts donations which bind the City to do certain things or construct certain projects. Since the primary focus of the order is on one-time donations or projects, on-going Trust and Agency programs such as the Airstein student Loan program, are exemp- ted. In addition, the Order authorizes the Council to approve on- going programs such as the D.A.R.E. program through passing a single order. undesignated donations are exempted since these carry no requirement for City action. This procedure should insure that the Council is aware of and formally takes action on any donation which would require a specific performance on the part of the City. By the City COUS00 of L&C My of A"Nor: ORDERED, TEAT The Finance Director shall insure that no funds provided to the City through private donation for a designated purpose shall be expended without a prior affirmative vote of acceptance by the City Council. For each item requiring a Council vote, the Finance Director shall provide the following information to the City Council: (a) The amount of the donation. (b) The individual or group making the donation;. (c) The designated purpose for which the donation is made; (d) the estimated total cost of the project; (e) The amount of City Funds, if any, to be allocated to the project; This order shall not apply to undesignated contributions and previously established Trust and Ag dncy Funds. The Council may also, by Order, authorize future acceptance of donations for specified and on-going programs or purposes.
