Imm/Subject Police R-9 Program

Commentary:
This order will provide for $7,440 in additional overtime
funding and authorize an alternative work schedule in order to
reinstitute the police K-9 program.The overtime funding for
the remainder of this fiscal year will be transferred from
existing Police Dept. accounts as follows:

Manager's Comments: -
This allows us to reinstitute a partial dog program made up of
two patrol K -9s and one drug dog. The officers would work eight
hours of an assigned ten-hour shift. The two additional hours
will c mandated time per the U.S. Dept. Of Labor for the
care of over
Our overall overtime liability will be reduced
to 6 hrs./week (2 hrs. per day for the 3 days off). The proposal
is outlined in the attached memo.
Please note that the first
three line items above s not required due to the new paint
machines
and a reduction from 4' to 3 dogs. The final line item
will be reviewed after the building repair wor y

Re: K-9 Program
We have tried to work out a modified K-9 program which would hold
dam the overtime costs maMated by P.L.S.A. There areacouple' of
Options!
1. We could work two teams eight hours per day and pay them
for ten hours
Drug dog 0600 - 1400 hours -
K-9 1600 - 2400 hours or 1800 - 0200 hours
This would cost about $193.32 per week in overtime or
$10,052 per year.
Three teams, one drug dog and two everIng K -9s, would
oat $289.98 per week or about $15,079 Per year.
2. .The some approach union a 7} hour day drops the cost
to $128.88 per week or $6,702 Per year for two dogs,
and to $193.32 per week or $10,052 Per year for three.
My to oependation is to spend $15,079 for three teams working
$-hour days.
The drug dog would work days and would not be trained for any Other
type of K-9 response. He and his handler would probably do little patrol
work, spending their time instead on routine searches of schools, airport,
shipping bunUeeses, etc. This team would also respond to the department's
and B.I.D.E.'S requests for criminal searches..
We need two traditional K-9 teams to allow reasonable coverage for -
the evening shifts.
I do not have $15,079 in my budget, An the money would have to came
from the City this year. There is seem potential for reimbursement
through the drug dog's activities and. the Asset forfeiture procedure.
I would be happy to meet with you to discuss this issue further
And to present it to Council.
