This is a 40' x 97' vacant lot, acquired by the City for nn-payment of taxes in 1989. As it presently fists, this lot is not buildable under the City's Land Use Code. Mr. Gene W. Sing has offered to purchase the property as an addition to his property at 51 Sidney Street, for the amount stated in his letter. The lot i a currently assessed for taxss purpoeat $2,500. Other abutters have been notified and none has submitted an offer for the property. Stumpfel Acting City Solicitor City of Bangor 73 Harlow Street Bangor, Maine 04401 Re:. 47 Sidney Street (Elizabeth Hurley Property) City Tax Map R35, Lot 129 Dear Mr. Stumpfel: In reference to your letter of 6 November 1991, subject as above, I a interested in purchasing the property located at 47 Sidney Street. I understand this property is a substandard lot according to city ordinance. I would like to submit a bid of $200.00 plus payment of present outstanding property taxes amounting to approximately $400.00. The reason for the bidl based the need to provide some improvements to the existing lot.These include: 1. The filling In of the gully to make it level with the existing driveway located on my property (51 Sidney Street). This will require approximately 120 cubic yards of gravel at approximately 95.00 per yard or $600.00. 2. The removal of three (3) dead 35 to 40 foot trees located on the vacant lot. Theses trees have been dead for several years and it is just a matter of time before they fall over. The proximity of the trees on the lot indicated that they may fall on either my property or that of 45 Sidney Street. In either c e they have the potential of damaging the buildings located adjacent to it. Estimated cost is approximately $500.00. The acquisition of -the lot would allow me to construct a garage for 51 Sidney Street. Presently the narrowness of the present lot does not allow the construction of such structure. Stumpfel Acting City Solicitor City of Bangor 73 Harlow Street Bangor, Maine 04401 Re: 49 Sidney Street (Elizabeth Hurley Property) City Tax Map R35, Lot 129 Dear Mr. Stumpfel: 92-37 In reference to your letter of 26 November 1991, subject as above, I have read the Council's proposal for the disposition of the Sidney street property. Thes and paragraph still assesses the value of the property at $2,500.00. n This s broken dawn to an asking price of $1,400.00 plus the - completion of thefill and clearing work be completed by me. This is unacceptable to me as proposed. The two improvements I have outlined in my previous letterra things that I would like to have done to the property. If I acquire the property I will proceed forward with my intentions. But I do not intend to have these proposals as a condition for sale. In addition I do not feel that the asking price of $1,400.00 is an acceptable price. The valuation of the land may be close t0 the $1,400.00 but only if you can provide me with a clear and uncontested title to the property. Thus I am providing a counter offer of $500.00 and the unpaid taxes for the 41 Sidney Street property plus NO additional conditions to the purchase of the land. Should this be unacceptable to the council I would respectively submit that the property bereverted to public auction at a future date to be determined by the Purchasing Department and as an abutting land owner, be notified of the pending auction.
