In accordance with Article V, Section 2(a) of the City Charter, there is hereby established a City Department to be known as the "Base Park Complex." Sec. 2. Functions of the Base Park Complex.. It shall be the function of the Bass Park Complex to operate and maintain the Hass Park facility, to include the Bangor Auditorium, Civic Center, Bangor State Fair, and Bangor Raceway. 2.1 Legal Restrictions. The use of the Bass Park Facilities shall be limited to those activities which are authorized under Chapter 90, Section 1, Private and Special Laws of 1951, establishing the Bangor Recreation Center, and to those activities which are consistent with the Will and Codicils of the late Joseph P. Bass. Sec. 3 Baas Park Complex General manager. There is hereby authorised and established the position of Bass Park Complex General Manager. This position shall be included in the Personnel Classification and. Compensation Plan for the City of _2_ Bangor. The Bass Park Complex General Manager shall be appointed by the City Manager on the basis of merit and fitness alone, subject to confirmation by the City Council. 3.1 Duties. The Bass Park Complex General Manager shall serre s department director of the Bass Park Complex and shall manage the whole operation of the Department. The General Manager shall make a report to the City Manager before the first Council meeting of each month as to the business of his office during the preceding month. He or she shall also perform such additional duties as may be prescribed by the City Manager or by applicable State or local Saw.
