Commentary:
This ordinance amendment would formally implement recent
management changes at Bass Park by removing Bass Park from
the operational control of the City's Parks and Recreation
Department.

THAT the provisions of Chapter II, Article 22 of the Ordinances of
the City of Bangor be amended, as follows,
(1) THAT Chapter II, Article 22 be amended by adding a new
Subsection 2.5, as follows
2.5 Supervise Operation of the Bangor Municipal
Golf Course. To operate and supervise recreational
use of the Bangor Municipal Golf
Course, including the establishment of appropriate
policies relating to green fees, membership charges,
scheduling, dates and hours of operation, and
promotion.
(2) THAT Chapter II, Article 22, Section 4 be amended to read as -
follows:
Sec. 4 Parks and Recreation Advisory Committee Created. In
accordance with Article V, Section 2(a) of the City
Charter, there is hereby authorized and established a
Parks and Recreation Advisory Committee to consist of
Citynine persons who shall be appointed by the
Council, at least two of whom shall be appointed
to represent the users of the Bangor Municipal Golf
Course. The City Planner and a member of the City
Council, appointed annually by the Chairman of the
Council, shall serve as ex -officio members of the
Advisory Committee.

(3) THAT Chapter II, Article 22, Section 4, Subsection 4.3 be
amended to read as follows,
4.3 Functions of the Parks and Recreation Advisory
Committee. It shall be the functions of this
Committee to hold regular meetings
and to advise the Parks and Recreation Director
with respect to the policy and administration and
all phases of the recreational program of the Parks
and Recreation Department. The Committee shall also
make an annual report and recommendation to the City
Council regarding the need, if any, for new recrea-
tional facilities in the City of Bangor, to include
carpal develooment. redevelooment and maintenance
needs with respect to existing facilities.
(4) THAT Chapter II, Article 22, Section 5 be deleted in its
entirety.
