Stillwater Avenue, northeast of Gilman Brad, 1s presently being proposed
which will require extension of the public sewer system In a southwesterly
direction from Its present terminus: and
WMEREAS, the extension of said public sewer in a southwesterly direction
on Stillwater Avenue has '- previously been included in the Primary Service
Area for public sewer extension as shown on the updated Comprehensive Plan;

Subject: Stillwater Avenue Sewer Extension
This memo till clarify the pending Council Order to recognize
the proposed extension of the sewer on Stillwater Avenue as part of
the public sewer system. I apologize that I did not give you
information on this sooner; I had forgotten that it was pending
for the October loth Council meeting.
As you will recall, last spring the City Council approved a
similar extension to serve a property being developed by Bill Weatherbee,
located southwesterly of Stillwater Professional Park; the Weathetbeea
subsequently extended the a
sewer to serve Meir project,ttheir cost,
our supervision The proposedproject ' would extend the sewer
further southwesterly to serve

developed by a local groupcalled Cabral. The principals of Cabral

Authorize the City Manager to execute an option agreement and a
lease agreement for the lease of a lot %1 in the Maine Business
Enterprise Park.
Department: Community and economic Development
Bangor Savings Bank has requested an option to lease on a 5.5
acre lot in the Maine Business enterprise Park in the Bangor
International Airport Complex. Bangor Savings Bank is planning
to build a 40,000 sq. ft. operations center. The operations
enter would consolidate various baric operations and allow the
bank to perform its computer processing locally. Currently the
processing is done in Massachusetts. If constructed, the
building would serve about 100 employees, of which 15 would be
new employees.
After considering various locations throughout the area, Bangor
Savings Bank focussed on the Maine Business enterprise Park and
began negotiations several months ago. The period for the
option is until June 30, 1992.
The project will require the relocation of two softball fields
to the Union St. recreational complex, installation of water,
sewer, and storm water lines, the partial construction of a new
Illinois Ave, Bud removal of three existing buildings.
Construction of the replacement fields has already begun, and
the fields are expected to be ready for play next summer.
If the option is exercised the lease would be for forty years at
a rate of $23,205 per year for the first five years. The lease
rate will be adjusted every five years: In years 10 and 20 by
appraisal, in years 5, 15, 25, 30, and 35 by the Consumer Price
Index.
The Council has been appraised of neogtiations in this matter in
several executive sessions.
