Commentary:
In accordance with the council's recent discussions regarding the
organization of the Assessing Department, the attached ordinance
amendment would eliminate the current Board of Assessors and
replace it with a Single Assessor as provided in 30-A M.R.S.A.
9 2552. In addition, the ordinance amendment would eliminate
the current Assessment Coordination Committee created by the
existing ordinance.

THAT Chapter II, Article 3 of the Laws and Ordinances of the City
of Bangor is hereby amended, as follows:
(1) That Chapter II, Article 3, Section 1 is amended by adding the
following:
Sec. 1 Assessing Department. In accordance with Article
V, Section 2(a) of the City
Charterr there is hereby established an Assessing
Department. .The Assessing Department shall consist
of a sinale Assessor, as provided in Title 30-A
M.R.S.A. S 2552(111C1 and such assistant assessors
and clerical personnel as the City Council my
authorize.
(2) THAT Chapter II, Article 3, Section 3 is hereby repealed in
its entirety and replaced with the following:

Assessor.
3.1 A000intment and Oualificatfon. The City's
single Assessor
shall he appointed by Order of the City Council
for a term not to exceed five (5) years. No
person shall be appointed to the office unless,
at the time of appointment, he or she has been
certified as a professional assessor by the
'State Bureau of Taxation,jn accordance with
36 M.R.S.A. S 310 et sea., as amended.

3.2 Powers and Duties. The City's single assessor
shall exercise all powers
and duties of a municipal tax assessor under the
Constitution and lama of the State of Maine. The
assessor shall also serve as Departnent Head
of the City's assessing Department, and shall
supervise the work of any assistant assessors
and clerical staff of the assessing Department.
(3) THAT Chapter II, Article 3, Section 4 is hereby repealed in
its entirety, including Subsections 4.1 through 4.1.6.
