Bangor International Airport,' Aircraft Air Start unit Responsible Department: Purchasing Commentary: An aircraft air start unit is a very large trailer mounted air compressor that is used to start jet engines. The City received two bide for this equipment which were reviewed by the Airport Department. After a study of the equipment proposed and after discussions with a major airline, it is the recommendation of the Airport Department that the City reject the low bid from Devtec (due to reliability and safety consid- erations) and purchase the Stewart S Stevenson equipment for $127,546.00 (see attached memorandum from Bob $iegelaar). This item was reviewed and approved for the 1992 Airport budget at $126,000.00 Airline Services Division. Cowcilman MEMORANDUM TO: David Pellegrino FROM: Bob Siegelaar REP: Air Start/PurChase DATE: August 390 1991 with reference to the above acquisition, I would like to advise YOU of any strong Preference for the bid submitted by Stewart d Stevenson. This preference is based on our previous ewperience with that company's equipment. I recommend that we not purchase the low bid unit from Devteth. We have reliable reports from a major VS. carrier which indicate serious reliability problems. In addition, this unit does not have an emergency shut -down. As a result of a telephone conversation between my staff and Stewart a Stevenson, the company has agreed to waive charges for $4,700 worth of desired options. Our price at this point is identical to the one charged to the major carrier we contacted. This preference is based on our previous experience with that company's equipment. I recommend that we not purchase the lowhid unit from Devtech. We have reliable reports from a major U.S. carrier which indicate Serious reliability problems. In addition, this unit does not have an emergency shut -down.
