Councilman STATEMENT OF UNDERSTANDING BETWEEN THE CITY OF BANGOR AND THE PINE TREE CHAPTER OF THE AMERICAN RED CROSS I. PURPOSE The purpose of this Statement of Understanding is to assign responsibilities and provide for coordination between the City of Bangor and the Pine Tree Chapter of the American Red Cross (herein- after known as the Pine Tree Chapter) in the event of a natural or man made disaster. A disaster is any occurrence that causes human suffering or creates human needs that the victims cannot alleviate without immediate outside assistance. A disaster may ba caused by a hurricane, tornado, storm, fire, flood, earthquake, war, drought, blizzard, explosion, eruption, building collapse, transportation wreck, civil insurrection, riot, pestilence or other natural r human activity having an immediate adverse impact on human life or property. For purposes of this Statement of Understanding, a disaster shall be deemed to include any national emergency declared under authority of the Congress or by the President of the United States{ any State emergency declared by proclamation of the Governor or acting Governor under authority of Title 37-B M.R.S.A. 5 742, and any local emergency declared by the City of Bangor acting within the scope of their authority. III. PINE TREE CHAPTER TO PROVIDE RESISTANCE Whenever the appropriate legal authority shall declare the existence of a national, state or local emergency that affects lives or property within the City of Bangor, and on request of the City's Emergency Management Agency Director, City Reneger, or City Council, the Pine Tree Chapter American Red Cross, shall provide the following services, in accordance with its Charter, as available and needed, to residents of the City of Bangor and others affected by the emergency; including those who may have fled from other areas to the City of Bangor In an attempt to escape disaster Conditions: 1. TemooIary shelter, food, and medical care: .Pine Tree Chapter will staff and operate shelter facilities and provide emergency mass feeding and other appropriate support for these who are displaced as a result of the emergency. 2. Evacuation services and assistance, Pine Tree Chapter will provide assistance in relocating those whose homes have become unsafe as a result of the emergency, or who are stranded in unsafe areas, including rescue and recovery services for those who have been cut off. 3. Emercencv blood a rvicee: Pine Tree Chapter will provide human blood, blood plasma and related supplies to area medical facilities treating those affected by the emergency, including replacement of normal blood Supplies lost or destroyed. 4. Transportation and communication assistance: Pine Tree Chapter will provide assistance to those requiring transportation or needing to communicate with family members or ext-cf-kin where normal transportation and communication facilities have been disrupted. 5. Relief assistance: Pine Tree Chapter will provide food, clothing, fuel, medical andotheremergency relief supplies as available and needed in the area affected. 6. Coordination assistance: On request by the City's Emergency Management Agency Director, and with consent of the agencies or groups involved, Pine Tree Chapter will serve as a coordinating agency for delivery of emergency assistance and services provided by other agencies or groups. 7. Other assistance: Pine Tree Chapter will provide advice and counseling in obtaining government and other available assistance, local program referrals, and additional recovery assistance in accordance with its Charter and Red Cross customary practice. Nothing in this Statement of Understanding shall be deemed to restrict or prohibit Pine Tree Chapter from providing emergency services to individuals in the absence of a declaration of emergency by governmental authority, nor to restrict or prohibit Pine Tree Chapter from supplying its normal services, including blood services, under non -emergency conditions, nor to restrict or prohibit planning and support activities including blood drives, training, and fund-raising activities under non -emergency conditions. IV. CITY TO COORDINATE ITS ACTIVITIES WITH PINE TREE CHAPTER AND TO PROVIDE SERVICES AND FACILITIES Upon declaration of anemergency affecting lives or ,property within the City of Bangor as provided in Section III above., the City of Bangor will: 1. Promptly notify Pine Tree Chapter of the existence of the emergency, if the emergency has been declared by City authorities; 2. Provide information to Pine Tree Chapter regarding Individuals and property in the City known or believed to be affected by the emergency; Page 2 of 3 3. Make available public buildings and facilities of the City as needed for use by the Pine Tree Chapter in responding to the emergency; e.g., as temporary emergency shelters; E. Assist the Pine Tree Chapter in its response to the emergency by providing as needed such services as remaln functioning and available to the City; and 5. Coordinate all City response and relief efforts with Pine Tree Chapter to avoid duplication of efforts and waste of resources. The City's response and relief efforts will be coordinated with Pine Tree Chapter on a continuing basis during the emergency through liaison personnel, assigned by Pine Tree Chapter to the City's Emergency Operations Center established by the City's Emergency Management Agency Director in accordance with Title 37-B M.R.S.A. 5 781 et sec. V. PLANNING AND IMPLEMENTATION Cooperative arrangements for planning, exchange of information and continuing liaison regarding preparedness and disaster operations will be developed and maintained by Pine Tree Chapter.
