Subject. Easement Acquisition from Bangor Hydro -
Secondary Treatment Plant Site
The Bangor Hydro owes
a piece of land between the existing
Primary Treatment Plant andthe new Secondary Treatment Plant o
lower Main Street, a portion of which is occupied by an existing
electrical substation. As part of the Secondary Treatment Plant
construction, six pipes, varying inra from 1 inch to 48 inches
need to bee c
ended a the Bangor Hydro land between the new
and the old plant, as shown on the attached sketch.
I had Opinions of Value prepared by two appraisers, Ted
Sherwood and Walter Poster. which both indicated a land value of
approximately $1.00 per square foot. rhe pipes encumber approxi -
rely 3,200 square feet of land area,
which indicate a damage
payment of approximz rely $3,200.00 In addition, Bangor Hydro
will be preparing the formal Easement Agreement, and have had
extensive the effect of the pipes o their property by
theirEngineering Department. a
1n that respect I have ended
paymenc of an additional $800.00 for administrative, legal mand
engineering fee making a total recommended payment of $4,000.00
for the Easement.
It should be pointed out that Bangor Hydro was
initially
negotiating to have a call a duct bank from thesubstation t
Main Street in lieu of damages, which would have coat $36,000.00.
In this respect, I would request the Committee's approval to pay
$4,000.00 for the Easement, which is needed Immediately to prevent
a delay in the installation of the piping.
