Commentary:
Otter aur Comtrxt with pECC, The City of Benpr is raporvible for paying for all
Bangor solid waster delivered to the facility. Tie City is blilal aml then re -bills
vacuma canresctal healers who olurate within tie City lassi on the tonnage which
they deliver to pb C. rhe concent situation to ret acceptable to the City,
especially as tipping fees have i,rxaased dogmatically, for the following reasons:
1. It requires considerable effort ort Tire part of public {yrla and Ph aterre to track
billings, tlian by hauler, bill the hauler, track payments ani
acwwts payable, etc. All of this is done with an current way to recove our
overs. Private haulers pay the sere m The City.
2. r currant billing cycle often, if not regally, requires the City Tr wary the
private haulers bill to RCRC prior to receiving paymnort from the haulers. RAC
bills be weekly while we M11 haulers mmbthly. In effects xe canny a portion of
tha private beckon cash flow reeds.
3. There is cur'rxntlY an provision for interest on late perorate.
4. The City is not p beam ai in the case of default or bankruptcy on the part of a

Manager's Comments:
This proposal was discussed at the Budget Workshop held on June 18, 19 ]
the Council desired to rediscuss this issue with a li administrative
fee instead of the $1.00 .per tan fee. Our preliminary estimate is the
this would generate approximately $10,000 in revenues. As requested
by the Council, letters will be sent to the local trash haulers
explaining this charge and inviting them to the June 24, f 1991 meeting.
