These Pretreatment Program ordinance amendments would allow the
City's Treatment Plant Superintendent to impose surcharges on
regular sewer user fees for all sewer system users whose discharges
into the City's sewer system constitute a loading

THAT Chapter v, Article 9 of the Law and Ordinances of the City of
Bangor is hereby amended as follows:
(1) THAT Section 1, Subsection 1.8.1 is hereby amended to read as
follows:
1.8.1 "Excessive Loadina": Any discharge resulting in
a Blelegiowl Biochemical
Oxygen Demand (B.O.D.) or Total Suspended Solids

1.12.1 "Interference": A discharge that, alone or in

or operations, or its sludge processes, use or
disposal; and (2) which thus contributes to a cause of
a violation of any requirement of the City's "DES

sewage sludge use or disposal in compliance with

statutory provisions and regulations or permits

(4) THAT Section 1, Subsection 1.31 is hereby amended to read as
follows:

licensed, may be subject to surcharges on their
regular sewer charges for any discharge that results
in "excessive loading", as defined in Section 1 of

(6) THAT Section 7, Subsections 7.0, 7.1, 7.5, 7.6, and 7.6.1 be
amended by substituting the words -of this Article` for the words
of this Ordinance."
(7) THAT Section 7 is hereby amended by adding a new Subsection
7.2.1 to read as follows,
