adoption of LD 614, subject to the following amendments:
1. That such a tax be a county or municipal option and
2. That the legislation allow for a local meal and/or lodging tax.

The City of Portland has requested that Bangor avp/port
at a hearing scheduled for Tuesday, March 26th. As you can see,
this proposed legislation authorizes acounty-wide local option
meals and lodging tax (up to 3%) which would be dedicated to
Implement an economic development strategy or for property tax
relief.
Portland is pursuing the development of a 40 million dollar
convention center in conjunction with the Cumberland County
Civic Center. In order to create broadax support, the potential
use of revenues expanded from convention/visitors services
to economic development and property tax relief.
Staff has talked with Portland during the last year in regard to
this legislation. We have recommended all along that such a
local option not be limited to acounty-wide option only.
However, L.O. 614 only provides for a countywide option.
In Bangor, a 18 meals and lodging tax would generate
approximately 1.1 million dollars. Potential uses for such
funds include the Bass Park facilities, Bangor 2000 promotional
efforts, waterfront development and other general economic
development programs.
Obviously, such legislation would be a tremendous stimulus for
our economic development program. However, support for L.D. 614
should be conditioned on two items:

Theshould also consider whether L.D. 614 is compatible
with other local option taxes being supported by M.M.A. and the
City of Bangor.
