At its last ravlar meetL , tha City Council approved W nonin on of Bob
Ziegelaar as AilpA p1rA`GYL. Bob's f an independent cWRreC1Ur
to the City as Airport Direlf will require sore adjusrniatts in h we do
business at the Air oR ani will require the creation Of aereral adtlitiotal
positions in iia Airport I». These are as follows:
i. sales Director. Mile Bob ZiO laar will retain active in the general
nerlati g axes, ha will bu preventod fran giving it the daily attention Uat
it reals due to his OtileY responsibilities. in aklition, this function also
mluires fregaent travel, which he wlll not be able to continue to do. In
order to oOMirae an agye sive norketL pxogr'em aM to ins:me tM continued
use of .Bangor IM nnnt by our intenatinal cusmrexa, xe rand
recanoerd Ue creation, of the position of Sales Director, with this position
having Overall responsibility for cuss relations and sales. rdeslly, xa
xrr:ld life to staff this position before Ute atom[ season so ue nee3 to
begin the process of advertising N the near futuna.
2. PdnGistrative/Maiketing Assistant. T position of M irustrativs/
Maz ting Assistant hal bee: prevfdal U gh Uc City's contsaat win
Aforerk for marketing services. This position inclur sore s Tial
duties, but has gmun into an aMinistraiive position as a moult of the
iacraasea fuel sales activities as wall as d tically ia:reaeal mrketitg-
atd custarer relations activities at the Airport. WfU tle Aitmark
strvcdue, this egtloyce cnaantly:
hatrlles all fuel sales/blllin/collstiona
maintains relatia s with fuel custmars
serves as this primary backup for Aixp>rt Marketing Dhrxtor
tanagea/maxketi Ute international. ticket sales program
h es rcutire daily service regtests
Owrdinates services to airline ores (tredical, housing, car rental,
etc.)
hs idles payaents for local services to airline cream
fsncesses orders for U.S. supplies for foreign casiexa
prepares all payables
pxeparas all officea asp a' se
nain♦.:.,< c Oer ani rxyt romnLs a files
This position fs zlBq ed for the prgar fuxnt g of the overall marketing
operation at the Airport. It provides for consistency sOea Ute prim ry sales/
maz ting officer is away. Most service problems deme xi prenpt attention and
Bang 's reputation xl'Pends on its ability to respond quickly aid
professionally.
3. Cargo/Distridetfon SuIssvisor. ayadn, thps position currently exists
1, the Atarerk umbrella. It began as a joint effort by Adnmark ami Barn
a sewn }ears ago. eaMtr +mss an operations agent for its FbraoW
Trade Zone facility and Adnrerk needed a cargo and distribution specialist.
presasily, about 25% of the necessary fading of this position is borne by
BanAir ad tlm rereinder by Aimark.
T1ie overall costs of tla first two positions will ne mom than of feet due to
elfmumtion of the Airpor't's current mazket contract with Admark as wall
as the increased revamaz to the department which wi11 result fran certain of
Admark's functions being assuumel by City staff. Based on my discussions
with em Ziegelaar, the oaerall impact of these change will be a minimum ret
gain of $60,000 W the depaztmenth IrR.cwr, undez the current favorable
business conditions, it could easily eel $100,000.
Its Ca /Dfsf itution Supervisor's position will not have such a drmeatic
impact. Ile Airper is c and distribution operation is still limited, but
it is an area which we would like to agiasive in view of rise AfrpJ 'e
overall goals and objectives. At the present t , given the level of
fulling frou sanair, this position should be basically a fueak ren
proposition.
In addition to base positions, the Airport will faze a need for sere
additiorel personal compulere and office equipment. Corvnie Strout, the
Admindstratxve assistant at tW Airport, does not have access W a personal
ccapd a for vmrd puocassing purposes. We would recanoerd that the City
Cascil Proceed W mRMrize such a purchase m order W provide necessary
overall efficneax:y to the clealcal support function. In aklition, the
Ptkdidstretive/Mer'keting Assistant will require a pexmnal ooffc r do order
W haMle and track various fuel sales/billings/collection procedures. As
you will recall, in the past Aimark has hurdled certain of our higher risk
fuel onstrners. In order to m tun= effectively, Afinerk has placed a very
strong emphasis on developing necessary credit arrapJ[mvKs end on very
shy billing all collation pn a res. Sfrce the current system fa cosh
faster than the standard City billing all collection lttocetluEes, we would
rauaoend that a continued aiphasfa t plate on billing and colt tions from
high risk customers. In order to do itis effectively, a pexsoal ccvpnter ie
in oxaer W track the status of accounts.
Finally, we cosy be mAnixed to purl m e some basic office fvmitrue for these
psftdocs. This would include such itane as desks, chairs, etc.
We would ask that Us camdttec give p.on .y al>po'al W these zequeste se on
overall slaent of the t lticn Of B Zdegelaar fnsn Adarerk to iia City and
the City's assumption of a neater of iUsark's functions. As noted, the City
sdwld realize a ret gain frau these changes. Following Committee a prcval, we
will W W the full Counail at their next tet' g to receive autF ization to
sake the necessary budget changes.
Since we arSd like W dew cob ziegelaar on board as early se passible, it de
our fntnntfon W begin the process of advertdsfng for these positions £ollaning
Committee raamenlation of acceptarce.
We will be prepared W discuss details of tFese proposals at Tuesday's nssming
