Ibis usno will fllitlpt Milano fxev YS discussions we halt had regarcbm; the
reed for additioial help in tte 0ginserLg DepartireM fn order to meet the
anticipated major change in the steer of the Dapsrtntnt's activities du'ing the
ming y . alive are a water of basic reasons for the request for an
additiaal pneition:
1. Wer the nest fes }ears, Engineering will continue an extensive seer
re ilitaticn and sepssation p ymo, estinatsi to be ap2rmcimatcly $2
million dollars par year and umbering appro Lely 10 projects during each
year. The Dopar veer will be fnmolvad fn tie CSD monitoring ieagrmn startfnc
this spring, which will lead into the preparation of the overall se+or
facilities plan to W cmpletstl in early 1993. Finally, the Deparvrem will
be heavily involvod in the addniistration of the construction of the
semxl y wastaster twat m plant through the eni of 1992.
2. As we are all aware, SOM erawley has indicated some interest in retiring
soretiti oin the rase futile. As a xeadtt oa neat to tlnink abut a mmoth
transition of the algiven the
currement toe new cur
setor. fila is
particularly crucial given the current exist of our se..ar capital progrmus.
3. > ausa of the large ruvober of projects which Engineering has been
attacq&mg to handle, Dere lave been various oversights Welch have created
problere. ahis includes tte flooding pn b s mgeris sd on the tt Gvhrook
project during this last year, the need for additional supervision and
uuoly nt in the inspection pttgram, and em m n Loring of vara
construction activities. The majority of these pvo s have resulted fan
the increase fn work load fn the Department.
In order to address these Perin , we would savrtre d ilat a new position be
created in Engineering. Thin position could tasically be second in oomaM W
. 1Yawley for the raoaindzr of his tine with the City. In far, it
would focus on coordinating and supe ising the City's capital construction
progrme. this would include establishing and n tc :ung schandes for the
ca pletfon of the variens tasks such as design, right-ofw acquisition, project
budgeting, preparation of requests for prcynsals for professional services, and a
gencral overview of construction and tnspstton activities. In addition, the
position cold occasionally assist fn the design of cert=a^ projects, and world
W fn a Iositionto give valrvble guidance to some of our ynunler egireers.
'Ms cast of this position would be hasically fi•rvY i through the city's Capital
Program and should not a to the waren cost of the Engineering OepacGreM in
tame of the Ganeml F1M.
As you will recall, ee have p iously discussed this position and, at this time,
I weld ask that the municipal C2 atimu O ttee make a recameedation to the
full Council that this position le created and that the Engin i g budget be
assn a to repnasent this chs . we would lits to proceed as quickly as possible
in filling this position sow we are rapidly appmachi g the construction
