WHEREAS, The City of Bangor was instrumental 1n the creation of the
Bangor Water District a entity charged with providing safe
and sufficient drinking water for the citizens of Bangor, and
WHEREAS, The City of Bangor continues to appoint the members of the Water
District's Board of Trustees; and
WHEREAS, The Water District is currently regulated by the State Public
Utilities Commission; and
WHEREAS, Additional controls beyond those already established in the
District's Charter. the ISO's rulings and procedures, and the
City Council's appointing authority are unnecessary;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF CITY OF BANGOR THAT:

calls upon the Legislature to defeat this measure.

STATEMENT OF FACT
This bill emends the charter of the Bangor Water District by
adding a referendum clause tTet states
if 10% of the district's
voters sign a petition, the decision of the eater district may be
put to refereed=. The bill also requires the petition to be
submitted within 90 days of the district's decision.
