Applicant requests a zone change for a 15.500 sq. ft. parcel at S1 Park Street from a Residential 5 to a Commercial 4 Zone. The applicant proposes to convert the existing building (the Tarratine Club) into office space. b. The proposed zoning and use is c nsistent with the and Use Concept Map And the Zoning Policy Map of the City's Comprehensive Plan. C. The Tannatine Club is ad]acent to an office use to the Orth, the City Hall to the west, the New England Telephone Company to the South, and multi -family residential building to the east. This area would not be characterized as a residential area. The proposed C-4 office use is consistent with adjacent uses and would be more appropriate for this location. The existing use of theTarratine Club is a Private membership club which is not A permitted use in the R-3 zone. The proposed zone change and reuse would actually correct an existing nonconformity in the downtown area. d. The proposed use will not impact public services. The existing building currently has water and sewer and the proposed use will not significantly increase the demand on these services. Ii. The proposed site is bound by C-2 to the north, C & I to the est, C-4 to the south and R-3 to the east. The Proposed C-4 Zone change is consistent with existing zoning and the City's Comprehensive Plan. In addition, the proposed use is consistent with the general character of the area. Therefore, Staff would recommend that the Planning Board recommend the zone change request to the City Council.
