Commentary:
The State Board of Education has approved the construction of a addition
to and renovation of the Garland Street Middle School nfor uthe cost of $6,695.000,
with $5,706,000 approved for State participation and $991,000 locally funded.
The bonds to finance the project' -must be issued by the City of Bangor, but
only upon the approval of the voters at a local referendum. The School
Committee voted on February 4, 1991 [0request that the Council placethe
question before the voters on May 14, 1991. Bond counsel and the City
Solicitor have reviewed and approved the wording of the referendum question.'

ME, the City Clerk take all necessary action as may be required by lav
to place the following question on a ballot for consideration by the voters of
the City of Bangor at a referendum to b0 conducted at a special municipal
election to be held on May 14, 1991.
Shall a school construction project having a total estimated
project cost of Six Million Six Hundred Ninety -Five Thousand
Dollars ($6,695.000) and consisting of the design,uction,
and equipping of a addition to the Garland Street MiddleSchool,
substantially i accordance with s conceptual plan prepared by

Council be authorised to Issue bonds or rotes of the City of Bangor
o fund this project in a total principal amount not to exceed

1. The entire additional operating costs of the new project during
Its first two (2) years shall be borne by revenues raised by
the City of Bangor.
2. The estimated amount of the additional operating coats during
each of the first two (2) years Is -estimated to He Ninety -Seven
Thousand Five Hundred Dollars ($97.500) for the first year and
One Hundred Two Thousand Three Hundred Eighty Dollars ($102,380)
for the second yeas
3. The City of Bangor shall be responsible for the local share of
debt service allocation to be calculated in accordance with
State taw.

CERTIFICATE OF CONCEPT APPROVAL OF P SCHOOL CONSTRUCTION PROJECT
PRIOR TO PRESENTATION FOR LOCAL ACTION
The State Board of Education after examining the following project.
found that:
1. Preliminary plans and costs estimates based on long-range planning for the project
have been submitted and the concept reflected Mexein is approved by the State Board
of Education.

of Education.
