RE: BREATHING APPARATUS
WE ARE IN THE SECOND YEAR OF OUR TRANSITION TO UPGRADE OUR
BREATHING APPARATUS.
EXPECTING TO RECEIVE 12 MORE UNITS THIS YEAR, WE DID NOT
BUDGET TO HAVE THE VERY NECESSARY TESTING AND REPAIRS DONE
TO THE OLDER UNITS.
THE COST IS DIFFICULT TO ESTIMATE AS SOME OF THE UNITS DATE
BACK TO THE LATE 60"S. A FLOW TEST IS $25.00 PER UNIT AND ANY
REPAIR WORK THAT NEEDS TO BE DONE IS $30.00 PER HOUR/LABOR
PLUS PARTS.
WE COULD EASILY EXCEED $5,000 ON .THESE OLD UNITS AND WE STILL
WILL HAVE OLD UNITS THAT DO NOT MEET THE STANDARDS.

EVERY TWO YEARS THE DEPARTMENT IS REQUIRED TO FLOW TEST THE
REGULATORS ON ITS BREATHING APPARATUS. THE TEST IS PERFORMED BY A
CERTIFIED TECHNICIAN AT FIRE TECH A SAFETY. HE DETERMINES THAT THE
PROPER AMOUNT OF AIR CAN PASS THROUGH THE REGULATOR IN THE MANNER
IN WHICH IT IS DESIGNED TO FLOW. ANY WORN OR DEFECTIVE PARTS BECOME
APPARENT DURING THE TEST, AND ARE REPLACED BY THE TECHNICIAN. THE
36 MODEL «2A UNITS WERE DUE POR FLOW TESTING IN AUGUST OF THIS
YEAR.
THE FLOW TESTS WERE POSTPONED IN ANTICIPATION OF THE ARRIVAL
OF THE 12 NEW UNITS DUE THIS YEAR UNDER THE REPLACEMENT PROGRAM
WHICH THE COUNCIL SELECTED IN THE PREVIOUS BUDGET SESSION. RECEIPT
OF THESE UNITS WOULD PROVIDE US WITH 24 NEW UNITS. WE COULD THEN
SELL 24 OF THE 36 OLD UNITS, "AS IS".
THE MINIMUM COST OF EACH FLOW TEST IS $25.00. REPAIRS ARE
PERFORMED AT A LABOR COST OF $30/HR., PLUS PARTS. IN 1988, THE
PLOW TESTS FOR THE 36 UNITS COST THE DEPARTMENT APPROXIMATELY $1,500.
THE PER UNIT COST OF THE 20 UNITS NEEDING REPAIRS RANGED FROM
$19.45 TO $308.00 EACH.
IN 1988, WE SAVED A CONSIDERABLE AMOUNT IN LABOR COSTS BY
SENDING OUR OWN PERSONNEL TO FIRE TECH A SAFETY DURING THE FLOW
TESTS TO PERFORM ANY OF THE MINOR REPAIRS DEEMED NECESSARY. THE
LABOR COSTS WE INCURRED WERE FOR MAJOR REPAIRS ONLY. WE OO NOT HAVE
THE OPTION OF SENDING PERSONNEL WITH THE UNITS THIS YEAR.

BREATHING UNITS, RANGING FROM TWO YEARS TO OVER TWELVE YEARS OLD.,
(WE HAVE EIGHT PRE -1977 UNITS WHICH WE ARE UNABLE TO DATE.)WE HAVE
RECENTLY UPGRADED ALL OF OUR UNITS TO MEET CHANGES IN THE NATIONAL
FIRE PROTECTION AGENCY'S (NFPA) STANDARDS. WE ARE AGAIN CONFRONTED,
WITH AMANDATED OPGRADEIIN THE REGULATOR THAT WILL:COST $450 - $5001
:PER UNIT.1
IN ADDITION TO THIS CHANGE, WE ANTICIPATE THAT THE NFPA WILL.
SOON REQUIRE DEPARTMENS TO PROVIDE EACH FIREFIGHTER WITH HIS OWN
FACEMASK, TO ELIMINATE THE POSSIBILITY OF CONTRACTING ANY
COMMUNICABLE DISEASES BY SHARING FACENASKS. WE WOULD HAVE TO
PURCHASE 62 FACFMASRS, AT A COST OF $265. EACH, TO MEET THIS
STANDARD.
THESE TWO CHANGES WOULD REQUIRE APPROXIMATELY $32,000. TO
COMPLETE, AND THE DEPARTMENT WOULD THEN HAVE UPGRADED UNITS WITH
CONSIDERABLE AGE ON THEM.
THE NEWASCOTT�MOD:g4_51 AIR PACKS, WHICH[EXCEED NFPA STANDARD$,
ARE CURRENTLY BEING TESTED BY THE DEPARTMENT. IN THE SHORT TIME
THAT WE HAVE BEEN USING THEM, WE HAVE LEARNED OE} 4VK+ADVANTAGES
OF THE UNIT: TOTAL WEIGHT, WEIGHT DISTRIBUTION, FACEMASK DESIGN
AND COST, MAINTENANCE, AND AIR SUPPLY OPTIONS.
THE �f.TOTAL WEIGH'A OF ONE OF THE DEPARTMENT'S MOD.32-A UNITS
IS APPROXIMATELY 32 LBS. THE MOD.44.5 WITH A 30 MINUTE, 4500 PSI
AIR BOTTLE WEIGHS APPROXIMATELY 22 LBS. THIS REDUCTION IN WEIGHT
WOULD PROLONG THE PHYSICAL FATIGUE OF 'A FIREFIGHTER, WHO ALREADY
HAS ABOUT 30 LBS. OF EQUIPMENT ON BEFORE DONNING A SCOTT.
TO COINCIDE WITH THIS WEIGHT REDUCTION, THE46ESIGN40FLTHE
MOD. 94.51S,EACKF[JAMis; DISTRIBUTES THE WEIGHT OF THE UNIT THROUGH
THE HIPS. THE MOD.A2-A'S BACKFRAME DESIGN REQUIRES THE USER TO
CARRY THE WEIGHT OF THE UNIT ON HIS SHOULDERS. THE DISTRIBUTION
OF THE UNIT'S WEIGHT THROUGH THE HIPS, INSTEAD OF THE SHOULDERS,
WOULD FURTHER PROLONG PHYSICAL FATIQUE. AND IT WOULD REDUCE THE
STRAIN ON THE FIREFIGHTER'S CHEST, SHOULDER, AND BACK MUSCLES.
THE THIRD ADVANTAGE OF THE DESIGN OF THE MOD. y4.5 IS IN THE
%`FACENJOIY. OUR MOD.#2-A FACEMASKS ARE ONLY AVAILABLE IN ONE SIZE,
WHICH MAKES IT NEARLY IMPOSSIBLE FOR ALL FIREFIGHTERS TO EFFECT
A PROPER SEAL TO PROTECT AGAINST INFILTRATION OF SMOKE AND GASES.
THE FACEMASK OF THE MOD.#4.5 IS AVAILABLE IN THREE SIZES WHICH
WILL ENSURE THAT A FIREFIGHTER WILL ATTAIN A PROPER SEAL. THE
PRICE OF A FACEMASK FOR THE MOD -#4.5 IS SUBSTANTIALLY LESS THAN
A FACEMASK FOR THE MOD. #2-A.($B5. vs $263.) THIS WOULD REDUCE
THE COSTS OF PROVIDING EACH FIREFIGHTER A FACEMASK BY MORE THAN
$10,000..
ANOTHER ADVANTAGE OF THE DESIGN OF THE MOD.#4.5 IS THAT THIS
UNIT HAgPEWERSPARTS THAN THE MOD.12-A, WHICH WOULD RESULT IN
LESS MAINTENANCE COSTS OVER THE LIFE EXPECTANCY OF THE UNIT AND
IN A SMALLER INVENTORY OF PARTS ON HAND.
AND FINALLY, THE(AIR BUTTLES(FOR BOTH UNITS ARE RATED FOR A
30 MINUTE DURATION. HOWEVER, AN AIR BOTTLE WITH A 60 MINUTE
DURATION RATING IS AVAILABLE FOR THE MOD.#4.5 ONLY. THIS OPTION
WOULD ALLOW THE DEPARTMENT TO HAVE ON HAND A FEW OF THESE
60 MINUTE AIR BOTTLES FOR SITUATIONS THAT MAY REQUIRE EXTENDED
USE OF BREATHING APPARATUS, SUCH AS A HAZARDOUS MATERIALS INCIDENT.
THE DEPARTMENT BELIEVES THEIR IS A MARKET FOR OUR MOD. #2-A
UNITS AMONG THE SMALLER DEPARTMENTS ACROSS THE STATE. THE
POTENTIAL YIELD FOR EACH UNIT WOULD BE IN THE $300. TO $500. RANGE,
DEPENDANT ON AGE AND CONDITION. THE SALES OF THESE UNITS SHOULD
PRODUCE IN EXCESS OF $10,000. THERBY REDUCING THE TOTAL COSTS OF
THE TRANSITION TO M0D. 94.5 UNITS.
THE LEGAL DEPARTMENT WOULD PROVIDE CONDITIONS OF THE SALES
TO ENSURE THAT THE FIRE DEPARTMENT COULD NOT BE VIEWED AS A
VENDER OF USED EQUIPMENT, AND HELD LIABLE FOR THE SALES.
BASED UPON THE COSTS OF UPGRADING OUR CURRENT EQUIPMENT
VERSOS THE COSTS AND ADVANTAGES OF NEW EQUIPMENT, THE DEPARTMENT
BELIEVES THAT THIS WOULD BE THE APPROPRIATE TIME TO MAKE THE
TRANSITION TO THE NEW SCOTT MOD.#4.5 AIR PACKS WITH THE 30 MINUTE,
4500 PSI AIR BOTTLE. TWO PROGRAMS ARE OFFERED FOR YOUR CONSIDERATION.
THE FIRST IS A ONE YEAR PROGRAM, AND THE SECOND IS A THREE YEAR
PROGRAM.
