City Engineer City of Bangor 73 Harlow Street Bangor, Maine 04401 Dear Mr. Frawley: Subject: City of Bangor, Primary Wastewater Treatment Plant Upgrade Recummendauon of Award CHZM HILL has performed an evaluation of bid proposals for the construction of the Primary Wastewater Treatment Plant Upgrade. The bids were received and opened on November 14, 1990. The apparent low bidder is Harvey Construction Company with a total lamp sum bid of $16,498,000. The scam l low bidder is Penta Corporation with a total lump sum bid of $16,575,350. A total of six bids were received ranging from $16,498,000 to $19,363,250. The low proposal submitted by Harvey Construction Company acknowledged receipt of the three addenda, was complete, and contained no mathematical error& In addition, the low bidder submitted all required forms including the Bidders Affidavit, Bid Security, Bidder Disclosure Form, Consent of Surety, Statement of Noncollusion, Bidders Experience, and Power of Attorney. Ag the necessary information was provided. A Dunn and Bradstreet Finmmial Statement was obtained and examined for Harvey Construction Company. A copy of this statement is presented in Attachment 1. The bond surety, the Hartford Fire Insurance Company, is fisted on the current Circular 570 of the US. Treasury Department and is licensed to do business in the State of Maine. Page 2 November 30, 1990 BOS2858131.30 The major equipment substitutions proposed by Harvey Construction Company have been evaluated with the reacts presented in Attachment 2. The proposed substitution for the belt filter press was not accepted and based on the conditions in the Proposal, the cycled manufacturer, AshbrcokSimon-Hartley, w01 be provided. This will require redesign of the belt inter preas area at a cost not to exceed $30,000. This cost is Infidde to the contractor as described in Section 00300, Proposal, article "Major Equipment Schedule.I Ail other Alternate or Substitute equipment provided will not require redesign. Harvey Construction Company, listed five treatment plants in their experience list. One treatment plant, Nashua, NH, was completed last year, 12 months ahead of schedule, with a final construction value of approximately $25,000,000. The other four plants listed were completed over 12 years ago and references for these plants could not be reached. References from the Nashua plant compiled by John Murphy of the City of Bangor staff including the Owner and the Engineer all indicate that Harvey Construction is a reputable and competent firm. In summary, this evaluation shows that Harvey Construction Company is responsive, responsible, and the lowest bidder for the Primary Wastewater Treatment Plant Upgrade. Bank of New Hampshire, Manchester, NH 11-29(9AV /075) 00000 092 161 H PULL DISPLAY COMPLETE NDCOM01/041.51 Attachment 2 SUBSTITUTE EQUIPMENT EVALUATION The major pieces of equipment listed in the proposal submitted by Harvey Construction Company as substitutes for either the "named' or "alternate" equipment and the results of our evaluation of that equipment are as follows: SECONDARY CLARIFIER MECHANISMS (SlseditceRon Section 11337) CH2 HDL does not recommend acceptance of the secondary clarifier mechanism as manufactured by Westech. The Westech design uses steel Oe -bars to support the suction header which is specifically prohibited in the specifications. The specified was mm system decreases the possibility of a bending moment on the suction header, decreasing potential stress problems when the header joins the manifold. The Westech suction manifold orifices are designed with a minimum diameter of 1 l/Unches instead of a 2 1/4 -inch minimum as specified. The larger orifice size provides increased flow capacity, promotes even sludge withdrawal, and prevents the chances of the orifice clogging with rags, etc. The specifications require a worm gear speed reducer while Westecb is proposing a cycloidal speed reducer. The worm gear reducer can bs readily repaired in the field, is more accessable for routine maintenance, and speed changes can be easily accomplished in the field by changing a sprocket. GRAVITY SLUDGE THICETNER MECHANISMS (Specification Section 11350) CH2M HILL does tut recommend acceptance of the gravity sludge thickener mechanism as manufactured by Westech. The specifications requite a worm gear speed reducer while Westech is proposing a cyclmdal speed reducer. The worm gear reducer can be readily repaired m the field, is more accessable for routine maintenance, and speed changes can be easily accomplished in the field by changing a sprocket. BELT FILTER PRESSES (Specification Section 11358) - C112M HILL does not recommend acceptance of the belt filter press as manufactured by Berlie-Voest-Alpine. The submittal was incomplete based on the requirements listed in the Proposal. It was not possible to determine if Berlie-Voest-Alpine could meet the experience requirements and no warranty bond was submitted as required. The mixing -flocculation system proposed is specifically prulubited by the specifications. The modifications required to install this press wero no provided. No judgement could be made on many of the technical issues due to lack of information. ROTARY DISTRIBUTION MECHANISM (Specification Section 0366) CH2M HDL recommends acceptance of the rotary distribution mechanism as manufactured by Westech subject to further shop drawing review. BIOFIL7ER MEDIA (Specification Section 11367) CH21vl HILL does not recommend acceptance of the bimilter media as supplied by Brentwood Industries because no information was submitted with the Proposal. BELT CONVEYOR SYSTEM (Specification Section 10559) CH2M HILL does not recommend aeceptance of the belt conveyor system as manufactured by Custom Conveyor because the bell speeds used are in excess of those specified. Higher beh speeds will result in increased wear and reduced life of the system. WDCM70J07151
