Hamn�ojpdC/�/f�t��� {� aoun i bn 91-33 CITY OF BANGOR, MAINE Engineering Department December 4, 1990 To the Municipal Officers Reference Is made to City Council Order No. 90-250 passed Tune 25. 1990, authorising the extension of sanitary sewer service on Outer Hammond Street to serve the Martel Nubile Bone Park. All work has been completed, and final costs have been determined, as follows: The installation consisted of 1,100 feet of 8 inch pipe and 4 manholes, extending in anortheasterly direction from the existing sanitary sewer located o the easterly aide of the H�ond Street Bulge to Wier Retraced Street t adjacent to the southerly property line of the VFW Rall. The actual east of the sewer Installation was $28,300.00, which 1s substantially lees than the original estimate Of $50.000.00. One of the major reasons for the cost underrun is that ledge was not encountered as anticipated in the original estimate. Consequently, the total actual oat is pro rated against the properties benefitted in the ease ratio as contained in the original report to the City Council, with the actual assessments to be as follows: Martel Trailer Park 1335 Harwond Street $16,980.00 Dominic Inflamer 1337 Harwood Street 1,698.00 Blanche Dore 1408 Herwand Street 11698.00 veterans of Foreign Wars 1368 crossed Street 1,698.00 Bertille Martel 1336 eeosond Street 11698.00 Charles Mason Ha®ond Street Bulge 2,264.00 Sidney Epstein s Kenneth Sermon Trustees of Pransway Realty Trust 2,264.00 $28,300.00 -1- The extension of the public sever was necessary to abate a serious health problem created by a malfunctioning septic tank system which served the Martel Trailer Pack9 bath the Department of Melton - mental Protection and the City Code Enforcement Office had previously directed that the trailer park be connected Into the City sever system. In accordance with the original report to the City Council, Mr. Martel deposited the sum of $50,000.00 with the City. to cover the entire e set of thea r installation, and the Veterans of Foreign Wars and Charles Mason agreed to pay their share of the a meat upon the completion Of construction and the acceptance of the final cost report by the CIry Council. The owners of the other properties which benefitted indicated that they were act in favor of the sewer extension, and were advised that their a amens would be deferred until they requested entry into the sewer, asses not longer than ten years, with ten percent annual Interest added to the unpaid balance during, that period; upon Payment of their assessments, Mr. Martel world be reimbursed, including theaccrued interestessSince the actual construction cast was much leas than the original estimated, the City Engineer would propose to request that they reconsider their Original request for deferral. In any event, Mr. Martel would be immediately reimbursed the a= of $21,700.00, being the difference between the original estimate and the actual cost, and would be reimbursed the full amount of the other assessments at such time as LY are levdE1 and paid. It is recommended that the a menta be levied or deferred s described above,and that Mr. Martel be reimbursed for the unexpended portion of his deposit.
