Dear Fellow Councillor or Selectman:
Last winter we wrote to you to express the concern of the
Trow Council of Freeport that the State was passing the buck to
the municipalities in dealing with the State fiscal crisis. Many
of you and your citizens Joined us in Augusta to present
Petitions from over 87 Maine municipalities angered about what
this would mean for local property taxes. Although we had some
success (and that should not be minimised) - requiring future
State Mandates to be funded by the State and restoring some of
the tax relief previously granted - we did not succeed in our
moat important goal: securing revenue sources for municipalities
to deal with the financial responsibilities that have been thrust
upon us by State government.
We faced an incumbent Governor concerned that a grant of
taxing powers would detract from his image as a 'no new taxes
Governor' and a Democratic legislative leadership concerned with
being branded as the party that increased taxes. We were stone-
walled.
We now have an entirely different situation: we have
gubernatorial candidates who to varying degrees have acknowledged
that the property tax situation in this State is very serious;
w also have a Speaker of the House who Me stated that he will
support some form of a local option sales tax; we also have, at
least in our town, taxpayers up in arms over the property tax
bills that we soon will be mailing out to them; and we have a new
legislative session which will quickly be upon us after the
general election. In other wards, we have a golden opportunity
to marshall our forces and get something done in Augusta to
relieve the property tax burden.
The vehicle we Would like to suggest for channelling some of
this effort is an organisation know as Citizens for Property Tax
Reform, ("CPR"). CPR is a Maine not for profit corporation
formed in 1988 with help from Maine Municipal Association by
individuals concerned about property taxes in this State. It has
been re -activated this year with participation by a number of
individuals from all over the State and of all political
spectrums who are concerned about property taxes in Maine. its

membership is so broadly based, that its mission will have to be
enunciating the problem rather than dictating the solution. The
solution will be the job at our Legislature and our Governor.
What CPR wishes to do is to expand its membership base
dramatically by bringing in as members municipalities, businesses
and citizens of all political persuasions. It hopes to hire a
professional organizer to help focus energy and coordinate the
group's activities. Its steering committee looks forward to the
establishment of chapters or subcommittees established on a
geographic basis throughout the State. These subcommittees or
chapters will then be in the best position to plan local
activities to make clear to local legislators the seriousness of
our problem and the need for a solution.
All of this activity of course will take money. CPR intends
to raise money in the business community. However it is our
local property taxes which would be benefitted by any solution.
Therefore we suggest to you that contributions from our
municipalities would be a good investment for our taxpayers

the taking of a municipal membership in the organization.
