This is the annual revision of the food and housing maxLm,ms set forth in the
General Assistance ordinance. These figures are the minimum required by the
Department of Human Services. Sea Attached memo dated November 1, 199D.

That Chapter II, Article 21 of the Ordinances of the City of Bangar are hereby
amended as follows: -
That Section 5.13 is deleted in its entirety and replaced with the
following:
5.13 AMOUNT OF ASSISTANCE.
The basis of eligibility for assistance
from the
Bangor Welfare
Department is that the
applicant(s) have
a need under
the Standard
of Nerd Deficit. Such
determination shell be made by use of an
indigency formula.
Eligibility under all
other emergency provisions
shall be determined
by these regulations and the case record
shall specify the section
under which assistance
is provided.
The total amount paid
for rent mortgage,
fuel and utilities will not
exceed the mexivar 6ausing limits net forth..

Applicants requesting assistance for housing that contains more bedrooms
than are necessary for the number of household members will be provided
assistance according be, the maxLmsa level for the number of bedrooms
actually needed.
Payments for rental assistance on behalf of an otherwise eligible individual
will rot be made to a parent or grandparent by consanguinity, unless the
rental arrangement has existed for three Ui months prior to the application
for assistance and is necessary to provide the parent or grandparent with
basic necessities.
Miseellen Medical, dental and eye services may be provided on an
emergency basis. F, pt in unique situations approved by the Director,
the caseworker will 4 t approve dental expenses other than tooth
extraction.

SUBJECT: Thrifty Food Plan
The Maine General Assistance Policy Mannal. Section 1I. Page 1 allows
municipalities to adopt the current Thrifty food Plan issued by the Food and
Attrition Service as maximum, levels for food. These figures are published after
Study and evaluation pertaining to the cost of food for various size families
and are updated annually. If acipality uses a Standard less than the
trent Thrifty Food Plan, it ism r provide the Department with substantiation
s to how it is determined that its standards met health and decency levels In
the community.
If your municipality uses the Thrifty Food Plan, please use these current
allowances in your administration of the General Assistance Program effective
November 1990.
