TBAT the City Manager is hereby authorized and directed
to convey a certain lot of City tax -acquired property located on
Nelson Street (Map 31, Lot 55A) to Martin Brown, center of the
'abutting property, 58 Nelson Street (Map 31, Lot 55). Said
conveyance to be contingent upon receipt of the amount offered from
Mr. Brown and execution of a Quitclaim Deed, acceptable in from to
the City Solicitor, to Mr. Brown from the City.

The Owner Of BE Nelson Street (Nap 31, Lot 551, Martin
Brow, has tendered an offer to bay a City tax -acquired 2000 sq.
ft.+ lot (Map 310 Lot 55A) that abuts his nonconforming lot for the
assessed value of $900.00 (letter containing offer attached). The
City acquired this lot through the tax foreclosure process against
Dakin Realty for the nonpayment of property taxes. Be of 9/23/92
there are unpaid taxes since 1990 totaling $164.35 on the property
(see attached tax printout, assessment and location map).
This lot is adjacent to, and uphill from, a recently donated
lot (Map 31, Lot 56) that was accepted by the City for use as part
of the Kenduskeag Stream Park. i have talked with Dale Theriault,
Rod McKay and Jim Ring concerning whether the City has any current
or future plans for the use of Lot 55A. There are no current plana
to include Lot 55A in the Park boundaries, nor is any other use
currently contemplated by the City for this lot.
The lot has no value to anyone other than an abutting
property ower and purchase of this lot will bring Nr. Brow's lot.
closer to complying with current zoning requirements. Based on
these facts and the aforementioned discussions, City staff
recommends approval of Mr. Brown'a offer and therefore, recommends
approval of the attached Order.

Dear Mr. Stumpfel;
Thank you for your time and explanations on the telephone
yesterday.
As per our conversation, I would like to purchase from the
City of Bangor the piece of property immediately adjacent
to my home on 58 Nelson Street.
Specifically, this would be Lot 55A on Map 31, measuring
approximately 34 feet wide at roadside by 60 feet deep.
The lot I currently own is #55, immediately to the south.
I would like to offer the city the sum of $900.00 which,
according to the city assessors office, is the assessed value
of the property.
As I understand it, this offer will be presented at a
council meeting on October 14, after whichtime I will be
notified. Should any questions arise in the meantime
