The low bid was reviewed by Stan Moses of the Community Development Department, which will provide Federal funding for these installations. In his review Stan determined that the equipment proposed by Noreast Recreation, Inc. the low bidder, failed to meet the handicap accessibility requirements speci- fied. See Stan's memo attached• The Moreast bid was also reviewed by Dale Theriault, Director of Parks and Recreation who found the proposed equipment to be of lesser quality as well as meting eting the handicapped accessibility requirements.See Dale's letter attached. Dale also visited an installation of the low bidder's playstructure in Portland and found that it was not holding up very well. Due to the above cited accessibility and quality consid- erations, the low bid from Noreast was determined to be .nonresponsive. C.D. Director R6[ NorBaet Recreation IM./Sion St. Forge Playground Equipment Bid DATE: August 11, 1992 my review of the playground equipment bid from NorEast Recreation Inc./Iron Nt. Forge (NRI/INF) reveals numerous instances where the bid's progressive play structures do not meet the handicap accessibility requirement of the Request for Bids. Paragraph IV., "Handicap Accessibility", of the Request For Bids states in part..."All events on all equipment shall be handicap accessible by wheelchair", and "All elevated events Shall be wheelchair accessible by mans of ramps and decks which meet ANSI handicap accessibility standards. A second means of access/egress may be provided by means of transfer points." Each of the progressive play structures bid by NRI/INP fails to meet these accessibility requirements. The deficiencies arez Stillwater Park - The main deck accessed by the entrance ramp has an 8" step down which limits wheelchair access to only four (4) of the thirteen (13) elevated events on the play structure. Little City Plavamund - The entrance ramp terminates B" below the level of the main deck, denying wheelchair access to all twelve (12) elevated events on the play structure. Fairmount Park - The main deck accessed by the entrance ramp has an 8" step-up which limits wheelchair access to only three (3) of the thirteen (13) elevated events an the play structure. Manor Gardens Playground - A series of S" step-ups on the two (2) main decks deny wheelchair access s to seven (I) of the eleven (11) elevated events on the playstructure. All progressive play structures - all four (4) play structures lack an 8" high lower step at the transfer pointe to enable a handicap child to reaccess the structure from ground level. The provided 16" lower deck permits transfer from a wheelchair to the play structure, but, orae the child has descended a elide to ground level, the child cannot again access the play structures. Thus, continuous play is terminated after only one cycle. An 8" lower step would allow the handicap child to reaccess the play structure and maintain continuous play. As the main purpose of these playgrounds is to provide handicap children the opportunities to join their abled friends in continuous play, it is mandatory that all events be accessible. Bone of the play structures bid by NRI/IMP meet the requirements of this purpose. Therefore, the BRI/IMF play structures, as bid, do not qualify for the federal funds available through the Comunity Development program for handicap activities. My review also noted that the play structures bid by NRI/IMF lacked several events specified in the Request for Bids; is. store front panel, jail panel, math panel, spelling panel and sand chute panel. Rather, NRI/IMF offers multiple wheel panels and Tic-Tac-Tce panels. This reduced number of different activity panels greatly limits the variety of play options to appeal to children of different interests and does not offer the learning experiences of the other panels specified in the Request For Bids. After finding out that Are could Equip these last four supervised parks, We wanted to maintain the quality, Safety, and depr:dability yet Change the basic design, colors, and imagery so that the children of Bangor could have acme choices available for play.
