TT /jdr M: Sally T�, maaan 8aaatm+s Wanag3' Shaxm Nims AW Qdg of �3=gar, Maim JUDITH ROPCIETTI Memo To: Sally Thompson, Human Resources Manager Sublet Waiver of the Duration rule I have been without a medication merge (L.P.N.) every other weekend, n 3-11 shift, since May 92. onoccasion I can find a"fill in" nurse but it is now going to be much more difficult because these nurses that have been available will no longer be. the ad that has been placed for many weeks yielded just 2'L.P.N.s. one works full time in Bar Harbor, ME. This would mean her flexibility for filling in on other than the weekend would not be possible. The other L.P.N., Marlene Lotier, is semi retired and, would like to work every other weekend. She would be available for other shifts if needed. The availability of competent nurses to mark in long term Care facilities is lessening. The shortage is serious. While I realize that the nepotism rule is aeary one, I also feel there =at be some exceptions when hardshipcanJustified. If I am to keep Bangor City Neg. Facility running efficiently and maintaining the excellent standing we have in the community. L need cmpetent nurses. Marlene Loafer is a nurse who has worked for me in the past, at pother facility. Thompson, Human Resources Manager SUBJECT: Request to waive Nepotism Rule Twn, Paragraph F The City Nursing Facility has been without an LPN (Licensed Practical Nurse) on the 3 P.M. to li P.M. shift every other weekend for 4 to S months. We have been advertising regularly to fill the position. Since December 1, 1991, i have received 3 applications for LPN. One of the applicants works full tine in Bar Harbor and would not be available to fill in as needed. Another of the applicants was not a good candidate. The third applicant, Marlene Lazier, who wewould like to hire, has a step daughter working full time an the day shift in the housekeeping department at the hospital.. Realizing that the recent controversy surrounding the nepotism rule complicates a request of this nature, I feel that this request for"exception to the rule" is warranted due to the apparent unavailability of qualified candidates to perform the duties required in this very specialised field. P request for waiver would not be justified in other Job openings where numerous qualified Jab candidates respond providing a largepool from which to choose. For example, an advertisement in the BUN for 2 days in August of 1992, brought forth 42 applications for skilled laborer. Recognizing the hardship in this situation and the necessity to fill the LPN position, I recommend waiving Personnel Rule Two, Paragraph F.
