Conservation and Recovery Act (RCM) to Include a Naelonal Bottle Bill and Concrete Measures to Stimulate Markets for Recyclable Materials UILY CLERK tea,& U � fav qti CAMPAIGN ENDORSEMENT LETTER 92-402 Dear President Bush and Congressional Leaders: Solid waste is a severe and growing problem facing our nation. Congress and the President must act to reauthorize the Resource Conservation and Recovery Act (RCRA), amending it to include a national Bottle Bill and concrete measures to stimulate markets for recyclable materials. ' We urge your co-sponsorship and support of the national Bottle Bill (H.R. 4343 and 5.2335), introduced this session n the House and the Senate with bipartisan support. The Bottle Bill places a ten cent deposit on beverage containers which is refunded to the consumer upon return to point of purchase. Passage of the Bottle Bill will decrease solid waste and its consequential pollution, save taxpayer dollars now spent on municipal garbage collection, and decrease litter. States with deposit programs report an 85-95 percent diversion of beverage containers from the waste stream and a 40 percent reduction in litter as a result of the system. In addition, the Bottle Bill costs the taxpayer nothing. In fact, the system will generate revenue. conservative estimates show a National Bottle Bill will raise over one billion dollars a year in unclaimed deposits, funds which can be used by local governments to fund more difficult to recycle materials. Popular, efficient, and effective, the Bottle Bill has widespread bipartisan support in both Houses. It should be a central piece of a RCRA reauthorization which is designed to promote the reuse and recycling of our nation's valuable resources. Congress and the President must also take concrete steps to stimulate mulate market demand for recycled materials. Minimally, we urge you .to set standards for recycled content in newspapers and packaging, as these two components make up over percent of cc materials in the waste stream, and are the most commonly collected materials for recycling.
