Responsible Department: Community 6 Economic Development C® ntaryi This Order designates the Maine Business Enterprise Park (MET) as a blighted area under criteria established by Maine statues, and qualifies the park for the expenditure of CDBG funds to correct blighting conditions. CDBG funds to construct a new street in the park are part of the local match for State Sobs Bond funds recently awarded for development of the park. Da rtmen�� ad Manager's Coswents ��.d� City Manager Associated Information: wve Finance Director Legal Approvals Md11 UTY 8 Passage _First Reading Page 1 of _Referral 92-3]3 Amip�ed co Couns9m Blanchette, July 27, 1992 CITY OF BANGOR (TITLE) (100FSa Rtelgrxtrng the Maine Business Enterprise Park (Ms) a i B11 kited Area By the Cita Cssuil of Me CHH' ofBases. - ORDERED, THAT WHEREAS, the City of Bangor hue created the Maine Business Enterprise Park to redevelop certain portions of the former Dow Air Force Base at the southern end of Maine Avenue, near Hammond Street, totalling 79.91 acres of land and encompassing land areas, formerly and presently leased to the University of Maine, land occupied by General Aviation facilities and various abutting empty lots and vacant buildings, as delineated on the attached map, Exhibit A; and WHEREAS, the redevelopment project envisions r owing uneconomic structures, creating workable roadway accesses and utility infrastructure to create a najor new business development park that will provide new and significantispact to the area's economic base through payrolls, business activity and taxes; and WHEREAS, the park contains 21 so-called "temporary woodframe buildings erected by the U.S.A.F. during and immediately after World War II, which have long since outlived their ecowmic lives, and are no longer suitable for present day office use and requirements, and present a deterrent to the highest and best use and redevelopment of the park and the redavelopeant plan requires denolltion and removal of all the wcodframe structures; and WHEREAS, the "temporary woodframe structures are generally in poor or dilapidated condition, extremely unsightly, have interior layouts and conditions which do not meet current building codes and represent a serious fire risk; antl WHEREAS, the park contains a mase of streets, most of which are unnecessary and require removal by the redevelopment plan, and which are in poor and deteriorated condition, which do not meet current municipal requirements for public ways and which provide extremely poor traffic flow; and 92-3)3 WHEREAS, the park contains electrical, water and sewer systema which are obsolete, inadequate and in poor or questionable condition; and - WHEREAS, there is a serious uneconomic use of land and there is a great need for redevelopment for proper access and traffic flow, parking, use of empty land and provision of open space; and WHEREAS, Building 592, an unattractive bare metal, sloped roof, garage type structure, Building 5115, the GeneralAviation Hanger, the General Aviation Terminal, a gasoline/service station and the former military R%/Commissary buildings are unattractive and/or deteriorated and in need of rehabilitation, redevelopment or removal; and WHEREAS,. federal, state and private funds are available .for the removal of blighting conditions, replacement of uneconomic, obsolete and Inadequate facilities and infrastructure, and for the development of econosic base enhancing facilities; NOW, THEREFORE, BE IT ORDERED BY the City Council of the City of Bangor that it is hereby found and .determined that the Maine -Business Enterprise Park is a blighted area as defined in 30 M.R.S.A.
