At present, all claims, settlements, etc., must come to the full Council for final approval. Under the propoeetl amendment, disposition of claims in excess of the amounts listed would still require full Council approval. With respect to charge-offs and compromises of City claims, the dollar figure indicated is intended to limit the amount of the charge-off or compromise, and not the amount of the whole claim. With respect to self-insured claims, the $6,000 figure chosen would allow the Finance Committee to settle all claims for personal injury or property damagering under the local highway law, 23 MRSA S 3655. This item has been proposed by the Legal Department, and is intended to speed up the City's processing of routine claims and collections accounts. MrbittBltrpy Amending, Chapter I, Article 3, Section 6 of the Ordinances of the City of Bangor -- Council Rules and Orders Ba 4 mdutnai 6y tM CBg Cos+a+1 Mea City ofBaayor, a /dlowe: THAT Chapter I, Article 3, Section 6, Subsection 6.1 of the Ordinances of the City. of Bangor be amended by adding the following: (6) Upon recommendation of the City Manager, City Solicitor, City Finance Director, City Tax Collector, or City Treasurer, review and approve, without further action by the City Council, the settlement, compromise, or payment of City claims and accounts, including claims against the City, subject to the following limitations: (a) Tax collection accounts, including tax abatements for infirmity or poverty pursuant to 36 M.R.S.A. 5 841(2) in any amount and charge-offs pursuant to 36 M.R.S.A. 5 841(3 not exceeding $1,500 per account. (b) City claims and collection accounts not exceeding $5,000 per account. (c) Insured claims against the City for property damage orpersonalinjury not exceeding the lesser of $50,000 or limit of applicable insurance.
