Recent legislation Iles established a system whereby the City of Bangor and the

Be ordained by the City Coyadi of the City dBanpor, as fd :
That Section 5.11.G. be deleted in its entirety and replace
with the following
G. Hetscactive Benefits. If an applicant/recipient -
a lurp am payment after an
initial application, that layman must be prorated over
future months. The period of proration is detexmine3 by
disregarding any portion of the lup sum payment that
the aWlicant/recipient has spent to purchase basic
necessities, including but not limited to: all basic
necessities provided by general assisttnce; payments of
funeral or burial expenses for afm�ily mm1her; travel
costs relator] to the illness or death of a family
member; repair or replacenaR of essentials lost due to
fire, £load or other natural disaster; repair o
purchase of a motor m
vehicle essential for ployaentc
education, training or sliest day to day living necessi-
ties, and paprent of bills earnerlced for the purpose for
which the lmp sum is paid.
The period of proration is deterrtdne9 by dividing the
mainder of the lump am payment by the maximum mmenthly
anount of assistance that the husehnld any receive.
That dividend shall represent the period of proration,
which shall be determined by the c m

The prorated sum for each ninth must be considered
vailable to the household for 12 mnths from the date
of application or during the puiod of proration,
whichever is less, except that an applicant my not be
considered ineligible to receive emergency assistance
under 22MR4A Section 4308, Sukeection 2, or urnler 22MRSA

All applicants who recaave generalistance while
receipt of their Supplasental Security Inepre (SSI)
assistance is peiding or suapa hsi, ata which therefore
maybe retroactively issued to the applicant at a later
date, will he required to sign a statarent on a form
distributes by the Department of Boman Ee ices that
authorizes the Social Security # nistration to direct
a portion of any retroactive SSI paynent,to the City of
Bangor aWor the state in repayment for the general
assistance granted. Any general assistance applicant
who has applied or who may be applying for SSI or who
nay be required to apply for SSI pursuant to 22 1RtSA
s4317, arxi who refuses to sign such an authorization
will be found ineligible foi general assistance until
he/she provides the required signature.
