Commentary:
The Brewer City Council has passed a Resolve which sake the Maine
Department of Transportation to consider redesignating Brute 9 to the
Brewer aide of the Penobscot River or establishing a Route 9 -
Alternative routing for the Brewer aide. Currently, Route 9 cones up
Route lA from Hampden, continues up Nein Street and Washington Streets
n Bangor and crosses the Penobscot Bridge to State Street in Brewer.
In the transmittal letter to MDOT, the City of Brewer suggested that
future construction and repairs of the Penobscot and Joshua
Chamberlain Bridgea will create confusion and congestion and that the
Brewer option will eliminate this problen.
The Municipal Operations Committee considered this issue and
recommended that the City of Bangor pass a Resolve which opposes any
change in the Route 9 designation. The attached Resolve expresses
Opposition to any permanent changes to state and federal routing
designation and recovesends that temporary routing changes during
construction projects be limited to the minimum extent possible.

RDDOLVRD, WHERHAS, in the future the Maine Department of
Transportation contemplates construction of a replacement bridge
for the Penobscot Bridge and major repairs to the deck of the
Joshua Chamberlain Bridge; and
WHEREAS, the City of Bangor has concerns about
the disruption to the normal flow of traffic on the highway system
through the City;
WOW, THEREFORE, Be IT RESOLVED BY THE CITY
COUNCIL BY THE CITY OF BANGOR, THAT: the City opposes any
permanent changes to the State End Federal Highway routing signage
in the Cityp
AND BE IT FURTHER RESOLVED, TRAT: the City
Council recommends to the Maine Department of Transportation that ,
temporary routing signage necessitated by such construction
projects will be limited as to time and locations to the minimum
extent necessary to insure the safety of the traveling public.

Dear Guy:
Attached is a Resolve adopted by the Brewer City Council on
March 10, 1992, requesting that signs be installed by MDOT on
both approaches to Exit 4 on I-395 to inform motorists on how to
reach Route 9 from the Interstate system.
This request comes as a result of the lack of adequate
signing that has caused a large number of motorists to experience
confusion and difficulty in finding Route 9 in Brewer from the
Interstate.
Currently, Route 9 comes up Route lA from Hampden into
Bangor and continues up Main Street Washington Street and then
crosses the Penobscot Bridge into Brewer via State Street and
then continues up North Main Street to Calais. There was appar-
ently an effort before my time to relocate Route 9 onto the
Veteran's Remembrance Bridge and then bring it up South Main
Street in Brewer to North main Street where it would proceed to
Calais. There was opposition to this from the Main Street mer-
chants in Bangor and it was dropped.
With the projected replacement of the Penobscot Bridge in
the near future (?), to be followed by the deck replacement on the
Chamberlain Bridge, it makes little sense to bring the Route 9
traffic up en the Bangor side of the Penboscot River into all of
this construction and congestion..
It makes more sense now to look at redesignating Route 9 to
the Brewer side of the Penobscot River. If this proves to be
a controversial proposal, we would ask that you consider a
designation of "Route 9 - Alternate' for the Brewer side of the
Penobscot River between the Veterans' Remembrance Bridge and the
Penobscot Bridge.

WHEREAS, motorists travelling on I-395 in Brewer are having
difficulty in finding directions to Route 9 which
extends from State Street in Brewer to Calais; and
WHEREAS, it is the sense of the Brewer .City Council that one Or
more of the L-395 directional signs in the vicinity of
the Veterans' Remembrance Bridge and Exit 4 should
inform motorists that they should take Exit 4 to reach
Route 9t
NOW THEREFORE BE IT RESOLVED, THAT the City Manager, on behalf of
the City Council, submit a request t0 officials of the Maine
Department of Transpprtation for appropriate changes in I-395
directional signs to better inform motorists of the fact that
they should take Exit 4 in Brewer to reach Route 9.

the City Council of Brewer at a regular meeting held on Tuesday,
March 10, 1992 at 7:30 P.M. at which time a quorum of the Council
was present and voting.

- This redesignation would compliment the request that came to
the Brewer Council to have Route 9 signs placed on the approaches
to Exit 4 on I-395. It would also remove some of the congestion
in both cities that will surely result from both of these bridge
projects.

request for redesignation of Route 9. If you have any questions,
