Its importance to the life of a pavement surface cannot be emphasized strongly enough. All Pavement management systema Promote caring for the good roads before they deteriorate to a point that they heed major maintenance. This is primarily to insure that water is prevented from entering the gravel base of a road.This in turn prevents premature breakup of the Pavement through cracking, rutting and potholes. Savings will be evident in reduced Patching -man-hours and materials used, aswell a extended pavement life. Extending pavement life will reduce the long term cost of any road by greatly increasing the time frame between overlays, and often requiring a lees extensive treatment than might Otherwise have been needed. Crack sealing[ best performed n the spring when the cracks Open as the frostcomes out of the ground. Performing the procedure at this time serves two Purposes. First it eliminates, to a large part, theneed for a grinder to open the cracks sufficiently to accept the sealant since the cracks naturally open at this time with the changing frost Patterns. Secondly the sealant once placed cures much quicker in the cooler weather than during the hot summer months This latter item is important because it allows the crew to maintain a much smaller work area than would be possible in the summer. I've, made this Point because I have had conversations with Paul Tozier about using the Airport's crack sealer and found that the use would conflict with their needs. If we were to wait until later In the year to perform the crack sealing we would[ slow the process down, need more men on the crew, create a larger work area, need to Purchase a crack grinder to open the cracks and take manpower from other crews during our busiest period. I have become aware of a crack sealer, owned by a commercial Paving firm (Gorman Bros., Inc., Port of Albany, New York), that i up for sale. The machine is a CrafCO Model 2200 and is now three years old. I have attached a catalogue cut and pictures of the unit for your information. If we were to purchase this equipment new w would expect to pay over forty Thousand Dollars. They are selling the used equipment for Nine Thousand Dollars and will transport it to Bangor, set it up, and train our crew for this sum. The unit has been refurbished and should serve the community for many years with the Proper maintenance. I would Propose to utilize unexpended funds in the Paving and patching accounts to fund the purchase.
