Commentary:
Maine voters will have the opportunity on
June 9. to vote on whether the state
of Maine should issue 79 million dollars
in bonds (known as the Jobs Bond
Package) for the purpose of creating jobs
through immediate Investment In
public infrastructure projects.
The Bangor Economic Development Advisory
Commission has considered the issue
and recommended that the City of Bangor support
approval of the Jabs Bond
Package The attached Resolve also encourages
rages Bangor voters to learn
about the Issue and exercise their right
to vote on June 9. It also indicates
the City of Bangor's support for passage.
The Community and Economic Development Committee
has unanimously recommended
passage of the Resolve.

RESOLVED, WHEREAH, the Legislature of the State of Maine
has authorized a June 9, 1992 referendum by Maine voters to
determine whether the State should issue 99 million dollars of
bonds, known as the Jobs Bond Package, which are designed to
stimulate Maine's economy; and _
WHEREAS, Maine's economy has suffered greatly
from the national and regional recession and approximately 60,000
Maine residents are currently unemployed; and
WHEREAS, the proposed jobs bond will immediately
put thousands of Maine residents back to work and result in major
Improvements to the State's public infrastructure; and
WHEREAS, the highways, bridges, water and sewer
systems, public buildings and other public facilities in the State
are in need of major investment; and
WHEREAS, such public investment will create the
infrastructure necessary to encourage long-term economic growth in
the State; and
WHEREAS, of the total Jobs Bond .Package, $28
million is designated for municipal infrastructure projects; and
WHEREAS, the City of Bangor and other
municipalities in Maine have critical infrastructure needs which
need to be addressed; and
WHEREAS, $10 million of the Jobs Bond Package is
designated for the Local Road Assistance Program which will aid
municipalities in undertaking important .road maintenance during
1992,
THEREFORE, BE IT RESOLVED THAT the Bangor City
Council hereby urges that Bangor citizens take the opportunity to
learn about the Jobs Bond Package and exercise their right to vote
on June 9th; and
ALSO BB IT RESOLVED THAT the Bangor City Council
encourages Bangor Voters to support passage of the Maine Jobs Bond
Package.
