TITLE: RESOLVE, BREWER CITY COONCIL'S POSITION ON REPLACEMENT
OF TBE PENOBSCOT BRIDGE.

WHEREAS, officials of the Maine Department of Transportation

Bangor across the Penobscot River, has structurallyan
deteriorated over time to the point where it needs to
be replaced; and
WHEREAS, officials of MDQT propose that the two (2) lane, one
sidewalk, Penobscot Bridge be replaced with a five (5)
lane, one sidewalk, bridge; and
WHEREAS, officials of MINT have asked for the opinions of city
officials of both Brewer and Bangor relative to this
proposal
NOW THEREFORE BE IT RESOLVED, TRAT it is the position of the
Brewer City Council as follows:
1. That it is essential that the present location of the
bridge be kept as the site of either improvements to or
replacement of the existing bridge because:
(a) traffic studies indicate that this bridge carries a
suggesting toes it is seiectea sy as many people, as
the most economical route, as may select one of the
other two bridges;
(b) emergency vehicles travelling from the East aide of the
river use this bridge as the meet direct route to
Eastern Maine Medical Center and St. Joseph's Hospital;
(c) it is the moat efficient route from anywhere. north and
(d)
front of State Street, traffic flow on both sides of
the river will be seriously afflictedj-
(e) funds have been committed to this project and further
delays in the desiggn and approval process will only
increase final costa;

2. That the improvement or replacement project should commence
as once as possible to reinstate this bridge, or a
rePlacement bridge, toitscapability of providing service to
e11 types and sizes of vehicles;
3. That character of the bridge as a'commuter bridge" shall he
maintained and its emphasis not changed from that of a bridge
serving the local areas on both sides of the river;
4. Mo attempt should be made to associate this bridge as a
access route to I-95;
S. That studiesshould be undertaken regarding the flow of
through traffic from I-95 to and from dowreast areas served
by Route 9 and Route IA with the aim toward a future bridge

6. Time is of the essence. The cost of s new structure and the
economic losses being suffered by both the restricted traffic
on theppresent structure and the uncertainties of its
future 1 cation can only grow greater due to failure to
resolve these differences now.
AND FURTHER RESOLVED, THAT the City Clerk authenticate and
transmit forthwith attested copies of this resolve to the
Commissioner of the Maine Department of Transportation, the Mayor
and City Council of the City of Bangor, Bravai's delegation to
the 115Lh Maine Legislature and candidates for election to the
Maine Senate and Maine House of Representatives in districts
which include the cities of Brewer and Bangor.
