Commissioners Present: Amy Roeder, Allen Adams, Kim Stewart, Jane Bragg, Liam Riordan, Jared
Hunnefeld, Andrea Littlefield,
Commissioners Absent: Tristine Currier, Lovern Stockwell, Amy Blackstone, Owen Smith
Others Present: Councilor Gibran Graham, Brian Hendricks of Bangor Symphony Orchestra.
1. Welcome
Staff Liaison Katelyn Chase called the meeting to order.
2. Approval of Dece Meeting Minutes
Kim Stewart motioned to approve, Liam Riordan seconded.
3. New Members
Each member of the commission introduced themselves and the organizations that are currently
or have previously been affiliated with.
Katelyn Chase- Staff Liaison for the Commission and the City of Bangor
Liam Riordan- University of Maine Humanities Foundation
Andrea Littlefield- Health Equity Alliance and the 10 Bucks Theatre
Kim Stewart- the Maine Discovery Museum, the Maine Science Festival and Bangor Arts
Allen Adams- Editor of the Maine Edge
Jared Hunnefeld- Snow Con Gaming, an EMHS foundation through gaming
Jane Bragg- Formerly of Thomas School of Dance and Bangor Ballet
Amy Roeder- University of Maine improv and Acadia and Penobscot Theatre Company
4. Nominations for Officers
Katelyn Chase asked for nominations of officers of the Commission, Chair and Vice Chair
Allen Adams- nominated Liam Riordan for Chair.
Liam Riordan declined Chair.
Liam Riordan nominated Kim Stewart for Chair.
Kim Stewart nominated Liam Riordan as Vice Chair.
5. Vote on Officers
Liam Riordan motioned to approve Kim Stewart as Chair and himself as Vice Chair.
Allen Adams seconded.
All commissioners in favor.
6. BSO Grant Update
Staff Liaison Katelyn Chase updated the Commission on the declined grant application from the
Bangor Symphony Orchestra from the December meeting. The application was declined at the Staff level
before it was presented to the Business & Economic Development committee because of a concern that
the funds were being requested for capital rather than funding for programming.
Liam Riordan suggested the Commission allocate $4000
to support infrastructure of organizations that bring arts programming to the Downtown Bangor area.
Amy Roeder noted that it was important to support jobs, signage and other administrative costs of
organizations who bring arts to the community.
Brian Hendricks from Bangor Symphony Orchestra shared that he would like to encourage new
members to the Commission to familiarize themselves with the grant process and ordinance to discourage
future confusion.
New Chair Kim Stewart agreed all members of the commission should be familiar so that it can
be handled internally rather than at the staff level.
Liam Riordan suggested the Commission find a time to discuss the goal of the Commission.
Kim Stewart agreed that the Commission should do more than the two grants and support of
Artober and some of her goals for the Commission for this year will be to work on their education
program, marketing program and get their website up and running.
Councilor Gibran Graham spoke that the best policy on the website may be to increase
what they would like it to be rather than create a new website.
Liam Riordan then asked Councilor Graham if the Cultural Commissions funds are strictly bound
by programming or could be used for other areas.
Councilor Graham spoke that to his knowledge CCD funds could be used for other things outside
of grant process. As far as grant, it was based on how the application is written and if the Commission
would like to change that they could bring forward a recommendation to the council.
Kim Stewart asked if that was something that is written in the ordinance that created the
Commission or in the Grant application.
Councilor Graham thought it was in the ordinance that created the Commission, but that
everything aids in better communication.
Liam Riordan then motioned for the Commission to approve using $4,000 of their yearly budget
to support arts infrastructure in the community.
Kim Stewart seconded.
7. Waterfront Statues
Kim Stewart recommended pushing this agenda item
chance to look at maps and get dimensions of statues.
Liam Riordan suggested whoever makes the final decision come back to the council with three
locations that they could vote on.
