COUNCIL ACTION
Date 4-27-92 Item No.
Item/Sub3ect:Drder, Authorizing the Transfer of Appropriation from the
Contingency Account to the Private School Services Budget and the
Transfer of Certain Appropriations Within this Budget
Responsible Department: Finance
Commentary:
At the last Council Meeting, a group of parents of students at St.
Johns School appeared before the Council to request additional
funding for private school transportation services
Par the request
of the Council, the other schools participatingin this program were
also contacted Attached is
aspreadsheet showing the additional
funding required by the three transporting schools -- John Bapst, St.
John's, and St. Mary's. Additional funds of $11,245,50 are needed for
transportation costs through the balance of the year. There are
$2,978 in uneapendecl book funds for St. Mary's and John Sapst which
can be reprogrammed for this purpose.
A not transfer of $8,267.50 from the contingency account to
transportation, and the rebudgeting of $2,978 free books to
transportation will provide the funding requests of the schools.
Please note that the overall net increase of $8,267.50 restores the
budget cut made in August 1991 and increases the overall budget by
$121.50 over the June, 1991 budget approval.

Manager's Comments
The contingency account currently has about $95,000 as ailable. The
majority of this a e
amount resulted from mid -year budgetreductions i
response to reductions in State Revenue Sharing. We had hoped to not
e these funds and to allow them to fall through to our fund balance
at the end of this year. It is, however, currently
ently available should
the Council direct its u Please also keep imind a second order
n tonight's agenda transferring a portion of these funds to meet the
staffing requirements of the Assessing Department. , c"

RE:
PRIVATE SCHOOLS STUDENTS
April 16, 1992
I will attempt to respond to your inquiry regarding the impact of
students from St. John's School and St. Marys Parish School attending public
schools Of Bangor.
Based on the private school enrollment reports of October 1, 1991,
the two schools have a %-S enrollment totaling 195 students. While it may
require 6 adjustments In the short term, I feel that the Bangor School
Department could, in fact, incorporate those students without a dispropor-
tionate increase
t
in c The n that this student papulation could be
absorbed is clearly the way that the numbers would be dispersed a the
system and why It would be cost effective is that two years after thestudents
rolling in the public schools the State Subsidy realized as a result of the
enrollment would be substantial to more than pay for their becoming part of
the Bangor public schools.
1 think it is Important for me to respond to the inquiry by
reiterating our long -held position that private schools represent an existing
Option for parents and, in my Judgment, enrich the lives of all of Bangor
citizens. And, while we
would welcome that student population, this should
not be Interpreted in anyway a attempt to discourage them from continuing
to provide a valuable educational option.
