Item/Subject: Support of Bangor Housing Authority's Application
For Federal HOPE I Funds

Commentary:
The Bangor Housing Authority requests the City Council's support
of its application to the U.B. Dept. of Housing and Urban Development
for a Homeownership and Opportunity for People Everywhere I (HOPE I)
mini -planning grant.
If awarded, these grant funds would be used to carry out a
feasibility study of a program to provide homeowner assistance to
volunteer families'wing in public housing and to obtain training and
techncial assistan for establishing the program. No local matching
funds are required for the mini -planning grant and funded activities
are to be completed within 18 months. BUA hoe identified three
4-plemes and 2 single family units in the Old Capehart neighborhood
which are suitable for this program. This project is consistent with
Bangor's Comprehensive Housing Affordability Strategy (CHAS). For
1992, $161 million Is available for this program, $10 million of which
is designated for planning grants. The maximum mini -planning grant is
$100,000. Applications are due April 17th. The Community and
Economic Development Committee recommends approval.

RESOLVED,
wHEEEAS, the National Affordable Housing Act of
1990 (NAHA) enacted the Homeownership and Opportunity for People
Everywhere (HOPE) initiative; and
WHEREAS, the HOPE program includes HOPE grants to
empower low-income families to become homeowners; and
WHEREAS, HOPE I funds are available to public
housing authorities to provide homeownership assistance to public
housing residents; and
WHEREAS, HOPE I funds will give public housing
residents greater control over their homes and their neighborhoods
and promote economic self-sufficiency for participating families;
and
WHEREAS, the Bangor Housing Authority is applying
for a mini -planning grant to study the feasibility of a
homeownership program and to provide training and technical
assistance to program development;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY
COUNCIL OF THE CITY OF BANGOR THAT the City of Bangor hereby
supporta the Bangor Housing Authority's application for .HOPE I
mini -planning grant funds from the U.S. Department of Housing and
Urban Development.
