Councilman 92-131 rffiioHANoun TO: Community and Economic Development Committee FROM: Hen Gibb, Director of Community 6 Economic Development RE: Application for Federal Shelter Plus Care Program Funds DATE: February 19, 1992 The Maine State Housing Authority has requested that the City of Bangor submit an application for federal Shelter Care Plus Program funds to the Department of Housing and Urban Development. The grant funds applied for, in the approximate amount of $974,580 would be used by three local non-profit organisations to provide, over a 5 -year period, rental assistance to 37 homeless individuals o households who would also receive, as the local match, supportive services, equal in value to the amount of rental assistance. The three non-profit organisations are Community Health and Counseling Services, Central Maine Indian Association, and the Eastern Baine AIDS network. Each has designed a program to provide shelter and supportive care services to various sequence of the homeless population. The federal funds will provide rental assistance to program recipients. Funding for the accompanying support services is provided by the non -profits with, primarily, state funding received from the Department of Mental Health and Human Services. No City of Bangor resources will be involved in the proposed activities, nor will the federal funds pass through the City. The City acts only as the grant applicant, certifies compliance with the applicable federal requirements which pertain to Civil Rights, Fair Housing, Equal Opportunity, Handicap Accessibility, Antidiscrimina- tion, Affirmative Action, Drug -Free Workplace, Environmental laws, Conflict of Interest and assures that the programa proposed for funding will be managed in accordance with the grant agreement. Upon the award of grant funds, agreements will be executed between the City and each of the non -profits to hold them responsible for compliance with the federal requirements and terms and conditions of the grant agreement. The Community Development staff will period- ically monitor the non -profits for compliance with these agreements. The non -profits and the City will be subject to BUD conducted audits, reviews and monitoring visits. Only states and municipalities are eligible applicants for these funds. The Maine State Housing Authority has, as of Thursday, February 13, 1992, declined to be the applicant and has requested that the City of Bangor act as applicant on behalf of the three non -profits seeking funding. Applications for these funds must be received by HOD not later than Friday, February 28, 1992. 92-131 City Council approval is requested for an Order authorising the City Manager to submit to and file with HUD an application for Shelter Plus Care Program funds which incorporate the proposals of the three non -profits. FY 1992 funds in the amount of $37,200,000 are available for this Program. Applications will compete on a national basis for award of funds. HUD has committed that at least one award will be made to each HUD region. Bangor is in Region i which includes the entire northeastern united States. ERG/SCM/Ig
