Attached Is a copy of a letter Pram Gary Veillasa= Supervisor of the General Assistance Program at the Department of Human Services, stating that the amding regarding the allocation for disposable diapers was not acceptable. On page 9 concerning the purchase of disposal diapers the ordinance states that... this allocation will not increase the amount available tl theh C th Budgetary Formula. Nor Loee it increase theor assistance for which the householtl may be eligible. The Department completely disagrees with this part of your ordinance and must advise that it is not in compliance with the requirements of the general assistance statutes. If a client with a child requests assistance for disposable diapers they may be allocated $9 per week of $38.70 per month. If the client is allowed the diapers the City of Bangor has deemed this to be an allowable client expense. if it is an allowable expense why wouldn't you Include it in the budget as an legitimate expense? if it is not part of the budget under which category of assistance is the cost of disposable diapers deducted from? It is the opinion of the Department that this category does need clarification. We also firmly believe that if you have established a category of assistance and have assigned a dollar value to it you must include this in your budget which will increase the unmet need. 92-118 The Department now requests that a plan of correction be Submitted addressing and clarifying this issue within 30 days of receipt of this letter. If you choose not to address this issue the Department may elect to exercise sanctions allowed by statute at 22 MRSA54323.
