Lear Mr. Barrett:
As you know, the City of Bangor received the above -referenced check
from the State of Maine's Treasury Department last month; see
attached copy of letter from the State Treasury, dated 12/17/92.
The i of said check was due to the efforts of The Coastland
Group,eInc.( Coastland") and Coastland is now entitled to its fee
of 15% of the amount recovered by the City, $23,567.00.
Accordingly, I request that a check in the amount of $3535.05 be
forwarded to Coastland at your earliest convenience.

MEMORANDUM
November 18, 1991
TO: Bangor City Council

RE: Bass Park Corporation Dormant Funds
- Coastland croup Agreement
92-107
Last Thursday I sent the Council a Memo regarding the
results of our contacts with the Coastland Group, Inc., a
Massachusetts group that had located certain unclaimed funds
belonging to the City.
In my last Memo, I mentioned that I had attempted to check
with the Maine State Treasurer's abandoned property division before
we entered into the Agreement with Coastland. I advised the
Council that on the date i checked, the State Treasurer's office
was closed due to a State furlough. As it turned out, the funds
found by Coastland had been deposited with the State Treasurer a
abandoned property, and would have been available for disbursement
to the City without payment of Coastland's 158 commission had the
relevant information been available on July let.
After I sent the Council my last Memo on this matter, John
g. reminded me that the State of Maine was
n furlough for two
weeks in early July, and not just on Julylst when I called. At
the time, therefore, the additional delay involved in tracking down
this particular possibility did not seem to be justified because we
did not know the source of the funds Coastland had found and
because the possibility that they might be unclaimed funds reported
to the State Treasurer as abandoned property was only a guess.
Accordingly this matter was taken to the Council, which authorised
Ed to enter into the agreement with Coastland on July 8th. The
agreement was subsequently put into final form and signed by both
parties on July 12th and 17th.
In retrospect, it might have been more prudent to have
waited for the State Treasurer to return to work so we could
complete our check with that office before entering into the
agreement with Coastland. But in evaluating this decision, the
Council should be aware that the Maine State Treasurer was
unavailable for a two week period, and not just on the day I phoned
in.

Authorise the City manager to execute an amendment to a lease
agreement with NESCO Corp. for a building at 233 Odlin Rd.
Responsible Departments Community and Economic Development
NESCO Corp. has requested an amendment to their lease of a
building at 233 Odlin Rd. used as a warehouse and office for the
wholesaling of laminate products and equipment.
The lease, which began in 1983, has the option for annual
extensions until terminating in 1993. The proposed amendment
would change the term of the lease from annual to monthly,
renewed automatically upon payment of the next month's rent and
terminated by either party with 30 days notice.
This request for amendment is the result of discussions held with
the Community and Economic Development Committee of the Bangor
City Council during executive session n July 8, July 22, and
August 12, and conversations with David Small, Treasurer of
NESCO.
Background
In June, 19910 while considering a one year extension of their
lease, NESCO Corporation requested that the City of Bangor either
reduce their lease rate or amend the lease to a "Tenancy At Will'
basis.
The Community and Economic Development Committee of the Bangor
City Council considered the request during executive sessions on
July 8, July 22, and August 12. They decided to amend the lease
to a 'Tenancy At Will" basis.
The current lease rate is $1,687.00 per month or $2.25 per square
foot on a double net basis (Lessee pays utilities, liability
insurance and taxes).
Recently NESCO Corp. executed and returned the amendment for the
City's execution. The Community and Economic Development
Committee of the Bangor City Council has informally approved this
amendment and the BanAlr Corporation recommends its approval.
