Commentary:
This Order adjusts the budget for the various capital sewer projects
t0 reflect projected actual costs.
The bids on the Meadowbrook Sewer were lover than projected, and a
cross-country line between Grave St. and Forest Ave. was deleted .from the
project, resulting in a lower cost.
berserk Street was deleted as a major project, pending the results
Of the CBO Facilities Plan, which easy suggest the construction Of a storm
water detention tank.
Arctic Brook involved only the preparation of preliminary Plans for
a potential future project.

MT ,WHEREAS, work on the construction of the BY 192 Capital Sever
Projects has been substantially completed with the exception Of cleanup and
the repaving of streets to the point where the approximate final cost of
each project can now be detereuned; and
NRERRAS, various changes in scope of work have resulted in the potential
for overruns or underrate on specific projects, but projected actual
.expenditures are within the total amount budgeted for said sewer
NOW, THEREFORE, Be it
ORDERED, THAT the Finance Director be and hereby is authorised to make
the following changes to the Capital Accounts for sewer projects:
The Headowbrook Sewer Separation Project, Phase 3, Account No. 80-74-10,
is decreased $40,000.00 to $460,000.00.
Hancock Street, Phase 2, Account No. 80-75-10, is decreased $55.000.00
to $20,000.00.
Arctic Brook, Phase 2, Account No. 80-76-10. is decreased $24,000.00
to $26,000.00.
Blanchard Street Sewer Separation, Account No. 80-77-10. is increased
$50,000.00 e0 $585.000.00.
Dow Trunk Sewer Separation, Phase 2, Account He. 80-78-10. is increased
$80,000.00 to $330,000.00.
Airport Sewer Separation, Account No. 80-79-10, is decreased $20,000.00
to $5.000.00.
Old Capehart Sewer Separation, Phase 2, Account N0. 80-80-30, is
decreased $25,000.00 to $375,000.00.
Everett Street Sewer Separation, Account No. 80-81-10, is increased
$10,000.00 to $200,000.00.
Arctic Brook Sewer Separation, Phase 1, Account No. 52-60-20 (5276) is
increased $20,900.00 to $574.ODo.00.

Subject: Projected Final Casts - 1991 Sewer Rehabilitation Program
You will find attached a summary of the various sewer
rehabilitation
program that constructed during the 1991 construction s Most
of these projects have been completed with the exception of cleanup in the
spring and paving, with the only significant work remaining being a contract
for the extension of the Dow Trunk Sewer through the Maine Business Enter-
prise Park. Bids n
opened o this project on Wednesday, January 8. 1992,
and the law bid was well within our ost estimate, although the project is
beyond the scope of our original program.
You will note that the summary includes a adjustment of all of the
line items under each project. Although there are significant changes o
various projects, the total Is the same, since undertone equaled overruns.
You will note that I did not adjust the line items for issuance of bonds,
legal and finance administration.
I would propose
to discuss these projects with the Finance Committee
on January 22nd, in the hope that we can introduce the Council Order to
authorize you to adjust the various accounts on January 27th, at which time
we would also propose to have aCouncil Order to authorize the award of the
contract for the sewer through the Maine Business Enterprise Park.
You will note that three of the projects - Hancock Street, Blanchard
Street, and Everett Street - r
e previously adjusted by Council Orders,
although the changes are not reflected we the monthly printout.
