RESOLVED,
WHEREAS, the City of Bangor and the State of Maine are currently
experiencing grave economic ills, including acessive levels of
employment among City and State residents in the construction
industry; and
WHEREAS, the City of Bangor annually expends substantial
taxpayer -derived and other revenues on City capital construction
projects; and
WHEREAS, bidding on City construction projects is open to all
qualified contracting firma, both resident and non-resident,
NOW, THEREFORE, by the City Council of the City Of Bangor, be it
RESOLVED,
THAT the City Council of the City of Bangor hereby strongly
encourages use of local and Maine -resident labor by all contractors
awarded City of Bangor construction contracts; and be it further
RESOLVED,
THAT the City Council hereby establishes as a recommended goal that
all contractors awarded City construction contracts shall seek to
employ not less than 66% local or Maine -resident labor on all City
Of Bangor c natruction projects with a contract price in excess of
$500,000.00, supervisory personnel and specialty Item contracts
excluded; and be it further
RESOLVED,
THAT the City Purchasing Agent is hereby directed to assist non-
resident contractors awarded City construction contracts in
identifying and contacting locally -available or Maine-reaident

labor. The Purchasing Agent shall provide such assistance by
maintaining and furnishing information on labor available through
the Maine Sob Service, local employment agencies, local trade
unions, and other sources known to the Purchasing Agent, and by
encouraging use of such labor by the contractor concerned. The
Purchasing Agent shall solicit information from the general
contractor on any City construction project with a contract price
in excess of $1,000,000.000 regarding hiring practices by the
contractor and its subcontractors for the project concerned, and
shall report to the City Council Finance Committee whenever it
appears that the general contractor on such projects shall have
employed leas than 66% Maine -resident labor.
This Resolve shall remain in effect until February 1, 1994, or
until the unemployment rate in the State of Maine falls below 56,
wh;chever shall occurfirst, unless renewed by the City Council. A
notice printed in a local newspaper of general circulation shall be
given of any proposal to terminate this Resolve before February 1,
1994. The City Council will review this Resolve during a regularly
scheduled Council meeting Immediately prior to February 1, 1994.
