Responsible Department;
Commentary:
For the last afn months the Police Department has had an officer
assigned full thus to work with the Penobscot Job Corps (administered
by the Training and Development Corporation). Thin position has proven
to be very valuable to both the Job Corps and the Police Department.
Incidents within Job Corps and the commodity have decreased and communication
between the two agencies is very good.
TDC has agreed to pay the City to continue having this officer assigned
part-time to. the Penobscot Job Corps. A proposed agreement is, attached.

with the Training and Developoent Coeparatioa, 1 Cuaberlavd Place,
Danger, Maine.
The Training and DevelaWar Corporation will pay the
City of Merger to heve an officer assigned to the Penobacoc
Job Corps for twenty hours a week.
Teres and length of the agreement to be negotiated to the
satisfaction of the Chief of Police and the City Manager.

THIS AGREEMENT made this let day dOeobes,1993, by and between the TRAINING AND
DEVELOPMENT CORPORATION (refected ro in "TDC") arm the CUT OF BANGOR, acting by and through iu
Police Department (red'eaed to as "Depmonwt").
To provide hours commurnmaiore laotevew the members of the two organizations and the communities that
they ewe, TDC and the Department remgize the need for a police officer to be assign as a liaison between the two
considerations. To mcet this need TDC and the Detainment agree as follows
1. Use paamee will assign a police officer to work twenty hours a week a TDF During this twenty hours the
officer will be assigned exclusively to TDC. Only in limn of comms emergency will the officer be reassigned to
pmml th tim. This position will supplement the meting police coterege in the area.
2. no during of the officer assigned he TDC will be mutually agreed upon by the two parties ro this agreement.
3. TDC shill pay as compensation rhe wan of Fifteen thousand dollars(1115,000) per year.
4. TDC will provide the officer a papa to notify the d cost when emergency situations arise that need the offices
imotvement.
S. The Deferment will provide seances described heminfmm October 1, 1993 to September 30, 1995. TDC and
the Del mtment have the option to end this agreement during the month of Segember Md.. This ageemenr nen
be ended at any time by mutual agreement of the pima.
