The City is focusing on; improving the processing, improrung the collection,
developing a composting program and expanding the education program to aid the cotiectioq
cemposmig and quality ofrecyclables collected
The processing improvements mnsut of adding a fluffier, coaveyon scales and
gaylards to the recycling center. These items are needed m lower the processing time and protide
Bangor witb the ability to increase the whores amaterials that can be recycled. Additional
volumes and decreased processing times wit Lower the overall and cast of increasing.
In addition, to strengthen our apptcation, increase volumes to lower the wit
processing costa and improve our market volume standing we are discussing agraraents with the
area commurdtles to provide a processing service and storage area for then recyclables. A sample
agreement has been reviewed by the City solicitor and the Recycling and Municipal Operations
Commitees. There are cuvmdly about seven area cmmmrmtiea interested in participating with
Bangor, in some roamer. The logistics of shipping dictate that a central shipping point wilt become
an economic necessity to obtain reasonable prices for processed recyclables. Ahhoullh some
cammwities have contracts with private hauders for recycling collation these communities have
separate agreemenh with processing centers and can dictate the destinatim ofineir recycled
product The commwities of Ovington aM Orono are exarnphs where a private harder is
allect ng recyclable curbside and delivering them to PitbSeld for processing and storage.

Our composting proposal requests; site development, roto Mer and tractor,

embarking on a home composting pdw program which nO provide selected residents with
composting bas, at no cwt These sites will be used for educational purposes to spread the
co sposuog message. The hadficker wdl allow us to pick up leaves mare efficiently aM shred
them in the process to accelerate the composfing process. The Capper is planned to repacc the
existing chipper being used by the Forestry Division. All chips from this operation have been going
hno the sludge composting effort or to a chip mulch wed an we parks and on planfnfes. The
Governmew surplus shredder will be used to shred paper materials with no moycling markets
urrently avaffable. These items would include all cardboard nor being recycled, paper rowels,
cavil bones and any type of iniscawmeous papa.
The newsletter will be revised and published professions ly, focwag M quality
issues, preparation ofrecyclables and composting. The issues wJl be increased on four per year
from their towns level of two per year.
The local match for dds project will consist of funds that have been expended, by
the City, fm; baler, Skid Stec I.oadn, Glass Crasher, Surplus Shredder Purchase and the news
letter startup.
No addifional funds will have m he raised or appropriated to salisfy the

The parties have ageed as foRaws: subject in the availability of storage apace and with priority
given an the needs of Bangor residents. no City of Bangor will provide the service of its facility
W hold materials for truck load slripmems ofpmcessed materials, atm coat to the participating
urdties. The processing ofrecyclables by the City of Bangor forces will be subject to the
following requirements. lbese requ'venu ms may be revised from time ro time as deemed
necessary by The City of passer to assure that Bangor and its residents will not be adversely
impacted by Bangor's precision of ifs recycling facgides to run-nusidenb.
Recycling Drop OR Center, may be based by residents of participating communities whh
out cost as long as the volume does not impact the opaxriw of the processing facility. At this tune
there will be no mod for charges to communities on individual residents bringing property
prepaed and acceptable materials m the Recycl'mg Cerner at 485 Maine Aw., Bangor, Maim.
Delvery of loads lo excess of one pickup load ( approshnately ane and one halfcubic yards of
loose material ) may be dulled a processing fee as provided below.
The Hours of operation of the recycling Center will be from 6:30 AM mull 3:00 PM
Moaday through Friday. Acvisons will be made to allow material to be dropped offbryond these
hums in accmdance with instructions m sign located at the facility.
Acceptable Materials are as follows:
a Newsprad(ONP) - Titis materiel must be clear of all foreign objects and
contain a* those inserts that normally accompany the Bangor Daily News. Aged
yellowed newsprint and wet or city newsprint will not be acceptable. Newsprint
mast be placed in the designated ares marked for that purpose, in from of the

recycling center during normal operating hours and in the closed container aimed

• Cardboard(OCC) Cardboard must be comegated and free a 0 food
and OR commination. Asian cardboard, such as stamped "China" or "Taiwan" with

this product
• Glass Clear, Green and Brown Glaav wit be collected in
barrels that at appropriately marked. The glass most be notion[ covers and must

fight bodies, minors, automotive glass, crystal, ceramics and drinking glass will not
be accepted.
• Tin and Memis - This praimm is designed for an cans, however other
metals including; Aluminium, copper and light iron (up to 10 pounds) can be
brought m the recycling center as long as the materials are segregated. AmompVve
pant are not acceptable. White goods are not handled at the Recycling Center.
• Plastic - OnIy HDPE Milk June; and Water Jags will be
