Re: City acceptance of Credit Cards
I am requesting agreement of the Finance Committee to the acceptance
of credit cards ( Mastercard and Visa) in the Treasurer's Office.
Casco Bank does not processing credit cards charges directly, rather
they have a contract with NaBANCO for that service. NaBAMCO has
proposed processing charge slips for a discount of 1.8% plus 15 cents
per transaction, minimum $25 monthly discount. Transactions of
$1.390 produce $25 in discount.
Currently state and local governments can not assess the discount and
transaction fee to the customer, but there is pending legislation i
Congress which would allow those fees to be passed back to the credit
card user.
The expectation is that the ability of customers to charge payments
will increase the volume of taxes paid. Charges in the Treasurer's
Office would also be accepted for excise taxes and vehicle
registrations; sewer payments, permits and fees, and other revenues
collected.
The system does not require a dedicated telephone line, the system
dials through the switchboard. The purchase price for the terminal
and printer is $1,200 or $35.00 month for 48 months for a total price
of $1.680. The interest rate under the lease terms is 17.601% APR.
