Commentary:
Three proposals were received for the operation of the Midway during the nen five
years at the Bangor State Farr.
On August 30, 1993 interviews were conducted with two proposers, Fiesta Shows
and SmoWs Greater Sbows. Since that due City staff have spent considerable time
reviewing the proposals and observing the operations of Fiesta Shows and SmoWs
Greater Shows.
The conclusion ofthe staTifter me extensive review of both operations was than there
was fittle difference in the financial aspects of the two proposals suit that both operators
would be very cooperative with the City if they were asked to make changes in their
operations.
It was, therefore, detmmined that the was no compelling reason to change operators
and that the City should continue its relationship with Fiesta Shows- see attached memo
from Michael Dyer, Director of Bass Park.
The staffrecommendation to award the contract to Festa Shows wren reviewed by the
Bass Park Committee on September 21, 1993 and referred to the City out without
recommendation

This recommendation is the result of an mensive staff review of the proposals received
and the operations of both Fiesta Shows and Svmkey's Greater Shows - see attached memo and
financier analysis.

TO THE BASS PARK COMMITTEE:
In December of 1992, the staff at Bass Park put into motion a
process that resulted in the solicitation of 'EFF`E" from
carnival operators for the Bangor State Fait. We did so, not
because we ware dissatisfied with the current supplier
(Fiesta Shows) --quite the contrary. However, we did feel
that the beat interests of the fair and the City would be
served by implementing the competitive process a year earlier
than necessary.
Everyone involved should certainly be encouraged by the
quality of the proposals submitted. Certainly the Bangor
State Fair must enjoy a good reputation in the industry. The
Bass Park staff has spent countless hours evaluating these
proposals. We have visited a fair where each operator is set
up and we have talked with many fair people about each of the
proposers. our aim • s to rate the carnivals on criteria
Important to the Bangor fair--claamliness, family atmosphere,
appearance or rides.ride operators, game and food vendors
and the variety of titles and attractions offered. While we
are most concerned about our future admission policy, we did
not include this in our deliberations except to note the
flexibility and/or imagination of the proposers. A synopsis
of our findings follows:
FFA SLI AMUSEMENTS. INC. - A quality, family -run shoe that
may ormay not have the capability of servicing a fair as
large as ours. Games, rides and attractions appeared first-
rate and the Fanelli family certainly has a strong background
in the business.

SMCKEy'SE[. AJ�TER SMWS - A first-rate show that serves many
of the state's best fairs. Bud Gilmore certainly exhibited
flexibility and c[eativity in addressing what we felt were
[
critical a of o current agreement that needed to be
improved. His games[ rides and attractions are all first-
class, his employees presentable and he obviously has A
sincere interest in working with us for a better Bangor State
Fair. Smakey'a Greater Shows is a clean, professional
operation that would certainly serve the Bangor State Fair
well.
FIESTA SHOWS - A high-quality, family-oriented show that has
played a prominent rale in the success that the Bangor State
Fair had enjoyed. Most of you have experienced first-hand
Gene Dean's commitment to a clean, safe midway that allows
everyone to have a good time. While a strong believer in
pay -one -price as the wave
of the future, Gene been has always
exhibited a willingness to do whatever the staff deems to be
n the beat interests of the fair. His willingness to help
out financially (above and beyond contractual Obligations) is
well documented. His knowledgeable staff brings a wealth Of
experience to any discussion, certainly an asset to all
Involved.
We would do well to remember at this point that the ultimate
responsibility for Thec
a and growth of the Bangor State
Fair rests with the staff and not the carnival Operator. NO
aspect of the fair operation will remain first-class without
the constant vigilance of aamitted and driven staff. This
is a very important point as you begin deliberations --the
.stafbelieves that there are
at least two excellent
proposals before the Council and w confident that we can
deliver a better Bangor State Fair no matte[ which operator
is chosen.
REWMMENDATION - After careful and thoughtful deliberation
and study, we feel that there is little significant
difference between the financial aspects of the proposals
submitted by Fiesta Shaws and Smakey's Greater Shaws. Beth
show a willingness to share revenues with the City, to
contribute out -of -packet monies toentertainment, etc., and
to grew with the fair. Both exhibit a flexibility that will
be necessary
ary should we decide to alter a admission policy
and both have the ability to meet the demands of such a
change.
The staff that eats, sleeps and breathes the Bangor State
Fair for ten days eery year is confident in the relationship
that has been established with Fiesta Shoes over the past two
years and we cannot identify a compelling reason to change.
Therefore, we end that the Council select Fiesta Shows
as the Bangor State Fair carnival supplier.
