This matter was considered at the August 17, 1993 Municipal Operations Committee meeting prior to first reading. The Committee recommended the buffer zone around playground equipment be 50 feet. They were not in favor of a City-wide leash law. They were c in favor of a City-wide "pooper s ooper" law for public property. s The proposed "poopex ooper• law mirrors language in the current park ordinance [Chap. VI, Art. 12, Sec.4(3)] and does not require that a person have any particular implement to remove the feces. It does provide a0n �exception for certain handicapped individuals. Ordinances of the City of Bangor -- Licensing and Control of Dogs Be U arda(mad by de Cits Commit of He Olt ofBeaver. as fdbum THAT Chapter VII, Article 11, Section 1 of the Laws and Ordinances of the City of Bangor is hereby amended as £ollowe: "Sec. ] Impoundment, doge found running at large, and dogs found in violation of Section 11 of this Article, shall be taken up and impounded in the shelter designated by the City as the City Animal Shelter, and there confined in a humane manner for a period of not lees than 8 days; and may thereafter be disposed of in a humane manner if not claimed by their owners. For purposes of this Ordinance, SmxmSHSNT OP PxtT: underlines are additions; hold is existing underlined text. The intent of this Ordinance is to establish a leash law for dogs in the City. The law relating to leashed dogs was repealed by C.O. 83-115. Two exceptions to the leash law requirement would involve working dogs at a City permitted exhibition or trial and a person actively training a dog using voice commands or to respond to voice commands.
