See attached Memorandum to Municipal Operations Committee. This
matter was considered at the August 17, 1993 Municipal Operations
Committee meeting prior to first reading. The Committee
recommended the buffer zone around playground equipment be 50
feet. They were not in favor of a City-wide leash law. May were
in favor of a City-wide "peeper scraper' law for public property.
The proposed-pooperseeper• law mirrors language inthe current
park ordinance [Chap. VI, Art. 12, Sec.4(3)] and does not require
that a person have any particular implement to remove the feces.
It does provide an exception for certain handicapped individuals.

(1) THAT Chapter VII, Article 11, Section 7 of the Laws and
Ordinances of the City of Bangor is hereby amended as follows:
"Sec. 7 Impoundment. Dogs found running at
large, and does found in violation of Section 11
of this Article, shall be taken up and impounded
in the shelter designated by the City as the City
Animal Shelter, and there confined in a humane
manner for a period of not less than 8 days; and
my thereafter be disposed of in a humane manner
if not claimed by their owners.
When dogs are found running at large, or in
violation of Section 11 of this Article, and
their ownership is known, such dogs need not be
inpounded, but the City through its duly
authorized agents may, at its discretion, cite
the owners of such dogs to appear in court to
answer charges of violation of this ordinance.

Bangor, as follows:

STATMENT OF PACT: Underlines are additions; hold is existing
underlined text; eaeeeeuts are deletions. A former Section 11
was repealed by C.O. 03-115 and referred to dangerous dogs. The
intent of this Ordinance is to prohibit all dogs, whether leashed
or not and whether being trained or exhibited, from being within
fifty (50) feet of any City -owned playground equipment, or the
physical boundary thereof. People still will be allowed to walk or
run dogs on the City's sidewalks, streets or esplanades regardless
of the distance from playground equipment.
